We'll be looking at how to learn from civil society experiences of countries like Poland, Hungary and Israel, and how to roll out a playbook in defence of democracy. A society cannot be healthy without a general level of good physical and mental health among its citizens. We also believe a society cannot be healthy if it is not functioning free from self-serving vested interests or a damagingly negative mindset. Garma Festival 2018 Noel Pearson and Megan Davies outline the two-step Voice-Treaty strategy - first create a Voice enshrined in the Constitution, then get the Voice to negotiate a Treaty. "For those of us who have come late to this strategy, you need to wake up! Treaty door is the second door! The first door is constitutional enshrinement!" "The Uluru Statement from the Heart anticipated that, following a constitution voice, there will be a process of treaty. A process of national regional and local agreement making.” Noel Pearson https://lnkd.in/g3mbE_RQ There are two big failings in the Voice referendum proposal which threaten the standing and well-being of Australia's indigenous communities. The first is the dishonesty of the Yes campaign in not disclosing fully the two-step strategy. This is an ethical and political failure. The second lies in the folly of seeking legal and constitutional remedies to compensate for a lack of political will to tackle social and cultural problems. The origins of the two-step strategy lie here. The Empowered Communities project was developed by eight Aboriginal communities in 2015 to transfer responsibility for Aboriginal well-being from government to communities themselves, with funding from multiple programs and jurisdictions consolidated under community direction, with spending and outcomes monitored by an external third party. https://lnkd.in/gyxRh4gK The Abbott, Turnbull and Morrison Governments funded development of this idea, but lacked the will and courage to implement it. That required some conceptual thinking and dexterity in governance that was too hard for career politicians. The Empowered Communities group was frustrated by this lack of political will, and explored options to force weak governments to implement reform. They proposed a two-step strategy - first get a Voice enshrined in the Constitution, then get the Voice to push for devolution of power. This was a high-risk strategy, which I argued against in 2016. It is always better to get governments to commit to empowering communities than fiddle with constitutional mechanisms. That invariably leads to excessive politicisation and bureaucratisation. As it's turned out, the two-step Voice-Treaty strategy will fail. It was always going to fail. We pay a high social cost in this country in having governments with no idea about good social policy. If they are not committed to devolving power away from government to communities and families (and both Labor and Liberal governments hate the very idea of this) then communities will respond in desperate ways. They will look for legal or constitutional mechanisms to make progress. Conservatives know, however, that legal and constitutional mechanisms carry great risks. It is always much better to distribute power and responsibility widely than concentrate it narrowly and fight over its control. This is Conservatism 101. More at https://lnkd.in/gYhHMSDf
