It depends on what is the predicted time frame of a crisis. Is is hours, days, months or years? The Israeli AI bot for counter terrorism failed to predict the October 7 attacks on Israel. AI ML models if properly trained could forcast trends. Imagery alone is unlikely to forcast a crisis. A good example is how would AI ML distinguish between a military exercise and a kinetic operation? Human analysis is required to give an answer.

This post reminds me of a research project I was involved with at Penn State University called STempo to find patterns in real-world space-time event data. We looked for cultural and political patterns and event predictions like you mention. https://youtu.be/mk2SykJt6TQ?si=2y7RGt1bYW8csL2d Donna Peuquet led it, and my colleagues Anthony Robinson, Samuel Stehle, and Wei Luo were involved. Text analytics like those in STempo can complement AI analysis on satellite imagery for added sensemaking and knowledge discovery. You all funded the project so I am not sure if you considered this already.

Having intelligence and using it are not the same thing. Great to have a good tool but if the political will is not there (intell does not feed political narrative) it will not be used. Several voices were screaming at Ukraine and Israel that crap was about to hit the fan and nothing...
