🚢 Insights from the Government Accountability Office (GAO) 🚢 The U.S. Navy faces challenges in getting its next generation of surface combatants and submarines built efficiently. Delays and design changes contribute to this issue, prompting the Navy to take steps to streamline engineering work. According to the GAO, the Navy could learn from commercial shipbuilders' standards. Cruise ships, for example, are built up to four times faster than U.S. Navy surface combatants, thanks to structured design timelines and milestones. Key findings from the GAO include: 1️⃣ Lengthy requirements processes delay detail design start. 2️⃣ Cost and schedule estimates are prepared before stable designs, leading to budget uncertainty. 3️⃣ Slow vendor selection for ships' systems further delays detail design completion. 4️⃣ Lack of structured design timelines and decision-making processes hinders progress. Recommendations from the GAO include: ✅ Completing essential design work with 3D modeling before construction begins. ✅ Ensuring complete detail design for every block before construction. ✅ Requiring functional design processes before awarding detail design contracts. ✅ Embedding user feedback in design review teams to enhance practicality.
