TDA networks and their role in supporting a national response – comment by CEO Jenny Dodd As we draw to the end of the year, I want to publicly thank those members of the national TAFE workforce (including our dual sector universities) who have been active members of TDA networks and communities of practice. Many members of the TAFE workforce chair these networks / communities of practice – huge thanks for going over and above in leading national policy and practice. Others of the TAFE workforce are active participants – thank you also for your significant contributions. This week there will be final meetings of several networks including the well-established Quality, Regulatory and Compliance network, the relatively new Foundation Skills network, and the TAFE Australia Product Network. That caps off final meetings by other networks during the last couple of weeks such as the National Enrolled Nursing Network, the Higher Education Provider Network, the Dual Sector Network, the Allied Health Network, and the Australian TAFE International Network. Then there are communities of practice that are leading innovation thinking and discussing what is good learning and teaching practice. Examples include the Immersive Learning Network and NVEDN (educator developer practitioners) and a new group, TAFE Generative AI group – all doing great work to demonstrate the power of TAFE is stronger when we come together. The work that TAFEs have established through these networks and communities of practice will support the execution of an aspect of the National Skills Agreement (NSA). Now that the NSA is a public document it is worth teasing out the proposed National TAFE Network. The NSA states the National TAFE Network will: - pilot the development and support of the TAFE workforce and education practice, including through communities of practice organised around specific topics - develop curriculum and course materials and share these among TAFEs and public training providers - pilot new or innovative approaches in teaching and learning practice, and provide a mechanism for employers, unions, Jobs and Skills Councils, universities, TAFE Centres of Excellence and others to engage with TAFEs and public training providers piloting new or innovative approaches in teaching and learning practice, and - provide a mechanism for employers, unions, Jobs and Skills Councils, universities, TAFE Centres of Excellence and others to engage with TAFEs and public training providers. As TAFEs, we are already working together to achieve most of these outcomes. Although there are new dimensions, such as the TAFE Centres of Excellence, the power of TAFE has been evident for many years in our national networks and communities of practice. Thank you all – the TDA secretariat has enjoyed supporting and facilitating the outcomes of your collective hard work.

PART 2 Some specifics of CEU’s (Continuing Education Units) are: The Hawaiian Board Compliance rules (similar in the majority of States, but not all) are designed, like the APTA Ethical Guidelines, to protect the public from harm. CEUs are compulsory for the license but are retrospectively notified for the two-year previous license. The Hawaiian rules are numerous and written in legal rather than colloquial English, making them easy to misinterpret, let alone understand, if you are not legally qualified—hence, an onerous problem. The Hawaiian rules require that they approve any course or other type of CEU before a therapist can be said to have license compliance. The licensee therapist has no ability to verify that the Board has investigated available CEU courses for validity of purpose or research integrity. (A recent request for the Board to provide any information about conflict of interest was rapidly shut down.) The licensee therapist cannot question whether the board-approved course is up to date and has a validated research base. It is well-known and documented that published research data has been compromised in many instances. Various top publishing Houses have had to retract published research given false data and other problems - including corruption. Apparently, up to 50% of research is NOT published because of the inflated publishing costs, not because the research is invalid. There is no safeguard against evidence-based skewing. Given the above, therapist licensees are likely to be forced to self-fund and study such courses with potentially questionable research because the course providers may not ensure the research validity within their courses, and the Licensing Board may not validate the course for acceptable and current data either. An attempt was made to find out if validation occurs, but the request was refused. It should be noted that around 50% of the licensing fee is allocated to RICO. The end result is a Board willing to silence an elder member of the profession via litigation about CEU compliance - when that Member was more concerned than the Board (in this case) for public safety. The Board's actions in attacking a therapist (this is not an isolated case if the Board minutes are reviewed) and hiding the CEU accreditation process for provider acceptance of courses potentially risk public safety by lowering the educational standard of therapists via compulsion and potentially incorrect research used within courses sponsored by providers.

I learned of the word, “kaizen”, which can be translated as "continuous improvement", while implementing the Lean Management approach at a prior place of employment. I've since adopted it as a value that I apply to different domains of my life, including key relationships, self-care, and as a therapist. Through deliberate practice (i.e. purposeful practice of micro-and-macro-skills that move processes of change in therapy), we can incrementally increase our competency and effectiveness as clinicians. Given that years of experience do not predict better outcomes for our clients, and are actually correlated with a slight decline in efficacy (ouch!), deliberate practice represents one way of continuously improving our craft.
