On June 19, 1865, enslaved African Americans in Galveston, Texas learned that they were free. President Lincoln issued the Emancipation Proclamation in 1863, but news did not reach the city until 1865. A U.S. major general issued General Order No. 3 on June 19, and spontaneous celebrations broke out as word spread.
