NAFA Fleet Management Association welcomes the introduction of Senate Bill 1393 by California Senator Roger Niello (SD6) and Assemblymember Juan Alanis (AD22). The bill will bring greater clarity and transparency to implementation of the Advanced Clean Fleets Rule (ACF) and helps fleets continue to reduce the carbon intensity of fleet operations while ensuring that they can continue to provide the many critical fleet services Californians rely upon. “NAFA and its members worked with California Air Resources Board staff to include greater compliance flexibility in the ACF as we work to decarbonize fleets and the important services they provide. We thank Senator Niello and Assembly Member Alanis for introducing legislation to create the Advanced Clean Fleets Appeals Advisory Committee as part of the implementation of the ACF. SC&RA filed comments today to the U.S. Department of Transportation regarding its request for information on development of a National Multimodal Freight Network or NMFN. SC&RA explained the economic impact of specialized transportation and crane and rigging; identified operational constraints unique to these industries; recommended support of implementation and expansion of 24/7 auto-issue permitting systems in all 50 states; and encouraged states to utilize OS/OW permit data for freight and truck parking planning. SC&RA also noted that, although the specialized transportation industry and its workers are designated as essential critical infrastructure, the public, elected representatives and government officials may not be fully aware of the unique role this industry plays in support of the national and global economy. In this opportunity to update the NMFN, SC&RA believes that USDOT can better understand the challenges SC&RA members face in their own planning, and in turn incorporate these issues into forthcoming updates. The SC&RA comments support the position that automated permit systems provide robust data sources that can – and should – be used for the NMFN and state freight networks alike. Denver International Airport (DEN) has been a crucial economic hub for Colorado since 1995. In 2021 alone, the airport supported over 220,000 jobs and generated $36.44 billion in business revenue. Colorado stands to lose these economic benefits if the Senate fails to protect DCA’s slot and perimeter rules. In July, six members of Colorado’s delegation to the House of Representatives were part of the bipartisan majority that decisively voted against a harmful amendment that would bring more flights to DCA as part of the House’s FAA Reauthorization bill. We urge their Senate colleagues to listen to their constituents’ needs and stand with their colleagues opposing changes to DCA’s slot and perimeter rules when they return from the August recess. When you hear an industry professional says, "a lot of people are asking about this issue," it is usually hyperbole. Not in this case. Matt does an excellent job of introducing this issue. This decision is fascinating, particularly when working with a risk adverse agency, like the FAA. They literally avoid risk at every turn. It is their mandate to reduce the risk in the aviation industry. The problem is that the speed of innovation forces them to make decisions. Those decisions face more judicial scrutiny. I cannot imagine a scenario where the FAA will accelerate their decision making. When you consider that re-authorization was 1000 pages and there were still vast swaths that require FAA discretion, the regulatory environment may now be more complicated than it was. And, it was far too complicated to reach Jetson level innovation in the next decade. Stand by. This may be a bumpy ride.

In response to passage of the FAA Reauthorization Act of 2024 by the Senate, National Air Carrier Association President and CEO George Novak issued the following statement: NACA congratulates Senate Commerce Committee Chair Maria Cantwell (D-Wash.) and Ranking Member Ted Cruz (R-Texas), House Transportation and Infrastructure Committee Chair Sam Graves (R-Mo.) and Ranking Member Rick Larsen (D-Wash.), for working on a bipartisan basis to enact The FAA Reauthorization Act of 2024, a five-year bill to reauthorize the FAA and NTSB. This timely, sweeping legislation will ensure that the U.S. continues to maintain the safest, most efficient airspace system in the world. We are especially grateful that many NACA priorities were addressed in the bill, including: (1) modernizing pilot training programs to increase pilot supply and enhance pilot performance; (2) refraining from imposing new or higher taxes and fees on passengers; (3) addressing the shortage of air traffic controllers at major ATC facilities in Florida; (4) authorizing more funding and resources for the NTSB; and (5) protecting air service to small and rural communities.
