📝 In this article, Statewatch takes a closer look at the activities of #Civipol, a French public-private actor owned both by the French state and major security companies, that has specialised in building African states’ internal security capacity. Current European attempts to outsource migration control to West Africa mirror historical entanglements between colonial logics, corporate interests and policing. The article looks at the place of public-private relations in French #colonialism in order to historically situate the activities of Civipol. Putting the involvement in a wider political perspective, the authors argue that the blurring between public and private interests in contemporary European mobility policing in Africa constitutes a colonial continuity

📰 When Justice Meets Compassion: Reflections from a Paris Courtroom 📰 A recent trial in Paris has thrust into the spotlight a riveting narrative that could well be the premise of a legal thriller, yet it's all too real. The courtroom drama involves two mothers, two journalists, a lawyer, and a stepfather, all charged with the financing of terrorism. Their defense? They were attempting to save lives ensnared by the clutches of the Islamic State. 🔍 The Core of the Controversy: This case is a labyrinthine tale of moral dilemmas, where the line between supporting terrorism and rescuing loved ones from a terrorist group blurs. Among the accused is a mother who sent money to her daughter, believed to be in ISIS territory, arguing that her actions were driven by maternal instinct, not support for terrorism. 🌐 A Legal and Ethical Puzzle: The trial raises complex questions about the nature of guilt, intent, and complicity in the context of global terrorism and personal tragedy. It highlights the difficulties faced by legal systems in distinguishing between the act of financing terrorism and the desperation of those who believe they are acting in the interest of humanity. 🤔 Implications for Journalism and Policy: For journalists and policymakers alike, this trial serves as a critical point of reflection on the narratives we construct around terrorism, justice, and humanitarian aid. It challenges us to consider how we define these terms and the space we allow for nuance in a world craving black-and-white answers. 📌 Engaging the Professional Community: As we navigate these murky waters, the conversation extends beyond the courtroom into the realms of journalism, law, policy-making, and public opinion. This case underscores the importance of nuanced reporting and informed policy debates in understanding and addressing the complexities of modern terrorism. 💬 Let's Talk: How do we navigate these complex legal and ethical terrains without losing sight of the human element? Can law accommodate the intricacies of human motivations in the fight against terrorism, or must it remain rigid to maintain order? What lessons can policymakers draw from such cases to balance security concerns with humanitarian considerations? #LegalEthics #HumanitarianLaw #CounterTerrorism #GlobalSecurity #Ethics #Terrorism #HumanitarianAid #PolicyMaking

Strengthening Global Peace and Security through enhanced International Cooperation 🌍 ➡ During my tenure as a Norwegian representative in the United Nations Security Council, I was deeply involved in addressing critical issues of international peace and security, particularly in the realms of countering terrorism and enhancing the rule of law. Our efforts were consistently aimed at highlighting the indispensable need for increased partnerships and international cooperation. In today’s geopolitical climate, polarization is intensifying not just in traditional conflict zones but across the globe. This trend underscores the urgency for both the private and public sectors to bolster their focus on security measures designed to prevent the spread of radicalization and terrorism. 🏹 One area where this is critically important is in the non-proliferation of light arms and weapons of mass destruction. This endeavor extends far beyond the confines of a United Nations Security Council resolution; it is a vital exercise within a broader societal context that encompasses the battle against the illegal economy. ⚖ However, navigating this landscape is far from straightforward. That’s why understanding and engaging with regulatory bodies, such as the Financial Action Task Force, is crucial. Maintaining an active policy on the financing of illegal activities is essential for the enforcement of international norms and the promotion of global security. ✈ Furthermore, it is essential to recognize that human rights standards are crucial in the work against violent extremism. Travels and business opportunities abroad might require thorough due diligence with contractors and sub-contractors. It's imperative to scrutinize and assess connections: Could anyone be related to terrorist financing or human rights violations through actions such as excessive use of force, child labor, sexual abuse, or human trafficking? Such associations are not only detrimental to a firm’s reputation but can also lead to legal consequences. 🕊 As professionals and global citizens, we must ensure our activities and partnerships align with the highest standards of human rights and contribute positively to international peace and security. Let us commit to due diligence and ethical operations as fundamental to our business practices. #InternationalPeace #SecurityCouncil #GlobalCooperation #CounterTerrorism #RuleOfLaw #NonProliferation #HumanRights #DueDiligence

International Human Rights Day: A Reflection On this International Human Rights Day, we reflect on the global strides in upholding human dignity while acknowledging enduring challenges. Commemorating the adoption of the Universal Declaration of Human Rights in 1948, this day symbolizes our shared commitment to justice, equality, and dignity. In Europe, despite advancements, challenges persist—issues such as migrant treatment and threats to freedom of expression pose hurdles. Collaborative efforts are crucial to address privacy concerns and counter-terrorism measures. In Africa, progress is evident, yet political instability and socio-economic challenges endure. Nigeria, amidst its potential, grapples with human rights issues, underscoring the need for comprehensive reforms. As we celebrate, let's renew our commitment to human rights principles globally. It's a continuous journey, demanding vigilance, collaboration, and unwavering dedication to ensuring every individual's inherent dignity is protected. #unitednations #nhrc

In my latest piece for Middle East Institute I look at the dilemma of #ISIS foreign fighters and the #SDF's decision to prosecute them. I argue that the lack of international recognition for the Autonomous Administration of North and East #Syria and its courts renders these trials illegitimate, further complicating future international legal efforts to prosecute these combatants. The #AANES’ legal system, lacking the necessary independence, experience, and integrity to tackle such a complex task, presents significant challenges when it comes to achieving justice for both #IS victims and fighters. Furthermore, accepting the rulings of the #AANES justice system could pose reputational risks for the international community and, in the long run, create a potential security threat in the form of an #IS resurgence. https://lnkd.in/d-JeACV2

UNIGE Researcher for 'Preventing and Combating Terrorism and Violent Extremism: The Need for a Legal-Empirical Approach'
In counterterrorism, the reliance on metadata for targeting individuals has been a contentious issue, marked by significant debates over its effectiveness and ethical ramifications. Despite extensive discussion, a critical question remains largely unexplored: What decision-making errors underpin the lethal mistakes observed during the War on Terror? My latest research article with Pavle and Gloria explores this question, challenging the conventional wisdom surrounding social network analysis (SNA). We adopt a first-principles approach to unravel the theoretical and practical constraints of SNA, shedding light on how these limitations compromise targeting under international humanitarian law and may lead to grave humanitarian consequences.

The #G5Sahel #JointForce (la Force conjointe du G5 Sahel "#FC-#G5S") was established in 2017 to respond to the expansion of armed and violent extremist groups and to the deteriorating security situation in the region. The Heads of States of the #G5Sahel countries (#Burkina Faso, #Chad, #Mali, #Mauritania, and #Niger) launched this initiative to enhance the safety and security of their populations and to ensure a favourable environment for the socio-economic development of the region by #pooling and multiplying their national #efforts to #fight against common #security #threats.
