Throughout her 32-year career at McLeod County Health and Human Services, Karen served as a Rule 185 Developmental Disabilities Social Worker for 30 years and a Rule 185DD Lead Worker for 2 years. Her impact on both staff and the individuals she served was profound. Karen was a strong advocate for the individuals under her care, consistently employing a person-centered approach. She encouraged active steps to increase independence, improve the quality of services, and enhance overall quality of life. Karen's collaborative spirit with professionals and service providers led to improved outcomes for those she worked with. Beyond her daily responsibilities, Karen's legacy lies in the mentorship and impact she generously shared with others. Her knowledge, support, and experience continue to resonate with her colleagues. Karen's work on MSSA Region 6’s board furthered her impact, contributing to positive legislative changes for the human services field. Karen was known for going above and beyond in her case management role, particularly in assisting individuals through short-term hospital or nursing home stays. She advocated for their return to community living or alternative residences that met their needs in the least restrictive way. Karen's dedication extended to honoring individuals' wishes, especially in their end stages of life. She worked diligently to ensure that those with terminal illnesses could remain in their homes for as long as possible, coordinating with residential providers to meet their needs and minimize hospital or nursing facility stays. The MSSA Outstanding Retiree Award is a testament to Karen Kohler-Nelsen's legacy and the mark she has left on McLeod County Health and Human Services and the greater community.

Immediate Advocacy Needed - Deadline: Today @3PM On Tuesday, March 5, the Illinois Senate Judiciary Committee is scheduled to vote on SB 3559, the Anti-Retaliation in Nursing Homes Act. This bill is a short term step to bringing greater freedom to people with disabilities. Two things you can do, before 3pm on Tuesday, March 5th: 1. Send a letter to your Illinois senators and representative: https://lnkd.in/gMePU6VF 2. Complete a witness slip as a proponent: https://lnkd.in/gSb8CeRR Directions to Fill Out a Witness Slip 1. For firm /business/agency: put your organization, or "self" 2. For representation: put your organization, or "self" 3. Mark yourself as a PROPONENT 4. Under testimony, select “Record of Appearance Only.” 5. Accept the terms and click “Create(Slip). The Anti-Retaliation in Nursing Homes Act would give residents the right to take legal action if retaliated against by nursing home staff. This bill would give nursing home residents freedom of speech, and human dignity while in a facility. Such immediate steps give greater freedom for people still stuck in institutions, which enables greater autonomy and ability to advocate for themselves to get back into the community. As we work to bring freedom to live fully in the community, and strengthen the values of independent living, we also know that many of our people, still stuck in nursing facilities, routinely face retaliation from management when they speak up about mistreatment or their desire to transition into the community. Research supports that fear of retaliation is widespread, and silences the voices of people with disabilities. Please share widely and quickly!

This crisis is becoming the #1 civil rights issue for people with disabilities and older adults who rely upon direct care services and benefits for daily living. The article identifies the solutions as a way out of the crisis that will require The White House, Congress, the 50 states and all of us to work together. Alison Barkoff Provides Senate Testimony on the Importance of the Older Americans Act #OlderAmericansAct #AgingInPlace #HomeCareServices #CaregiverSupport Earlier today, Alison Barkoff testified before the Senate Health, Education, Labor, and Pensions (HELP) Committee about the Older Americans Act, the critical importance of its programs and the aging services network that implements its programs, and ACL’s work to strengthen and support both. The OAA was last reauthorized in 2020 and will expire on September 30, 2024. In her testimony, Barkoff stated that “OAA programs help older adults age in place, as the vast majority want to do.” She continued, “For nearly 60 years, the structure of the OAA has driven its success. It sets broad policy but gives our network the flexibility to meet local needs.” The OAA authorizes a wide range of programs and services, most of which focus on helping older adults age in place. The services include home-delivered and congregate meals, support for family caregivers, preventive health services, personal and home care services, transportation, legal assistance, elder abuse prevention, and much more. In February, ACL issued the first substantial update since 1988 to most OAA program regulations. The rule aims to better support the national aging network that delivers OAA services and to improve program implementation, with the ultimate goal of ensuring that the nation's growing population of older adults can live and thrive in their own homes and communities. Developed with extensive input from stakeholders, the rule reflects best practices from the field and provides the updated, modern framework needed to strengthen the network and sustain the OAA’s success. Today’s hearing also included testimony from leaders in the aging network and a recipient of OAA services. You can watch a recording of the hearing, and read their written statements at the Senate Hearings page. Alison Barkoff’s written testimony also can be found on ACL.gov.

Yes. Health care professionals need education in the health and health care of people with disabilities. And from the social/human rights perspective that people with disabilities lead full lives. Get away from the notion that people with disabilities are by definition unhealthy, sick and need to be fixed that is so prevalent in health care.
