Significant spending goes into design and compliance for habitat and storm/flood protection projects in Louisiana. As a native of south Louisiana and someone with family still recovering from Hurricane Ida, I am curious to know how many protection projects are successful. As Senior Advisor on Water, Regional Command Southwest (Helmand and Nimruz Provinces), Afghanistan (2011-2012), I know the C-9 Stability Operations struggled with similar circumstances. An enormous amount of money went toward projects supporting community sustainability/winning hearts and minds. Were the investments (of money and lives) worth the effort? Typically the focus was NOT on monitoring and evaluation. So my questions for habitat and storm/flood protection projects--not just those in Louisiana: Who defines success? What metrics are used?
