The graded portion of the runway strip is required for a purpose: in the event of an aeroplane running off the runway to reduce the risk of damage to aircraft running off a runway (ICAO Annex14 Vol 1). The combination of this raised chamber cover, and cables that could act as arrestor cables, or a source of ignition if damaged during the runway excursion is unacceptable. This chamber is at the edge of the runway shoulder.
