It happened in Valencia in 2012; in Panama, in 2018, and it will happen in Cape Town, this 2024. Do you know which is one of the most important nautical events in the world and that visits many cities? It's the PIANC World Congress (from the International Navigation Association PIANC SA), which this year will celebrate its 35th edition from May 3rd to May 5th, in the beautiful city of Cape Town, South Africa. The congress is a reference in the nautical industry for both the wide number of sector references it gathers and the topics discussed in it. The themes to be focused on in this edition, titled "Waterborne Transport Ready for the Future: Unlocking Africa," include, among others: ⛴️ Port dredging. 🛥️ UKC AIS systems for marine radars. 🛳️ Waterways for recreation and water management. 🌊 Waves and tsunamis. ⛴️ Rehabilitation and management of ports, … All of them from the perspective of the advances provided by AI and with the aim of creating a sustainable maritime sector. The new year begins with the news that a paper jointly authored by one of my bright students, Mr. TUSHAR KRISHNA, and myself, titled 'The Kármán Line Controversy and Boundaries of Outer Space: Implications for Space Tourism', has now been published as a chapter of the book titled ' Space Tourism: Legal and Policy Aspects', edited by Dr. Sandeepa Bhat B. and published by Routledge. In this chapter, we have highlighted how the controversy about the lack of globally recognised borders, arguably due to lack of political will on the part of states, separating outer space from the sub-orbital region, has resurfaced in the wake of the rapidly growing popularity of commercial and private space tourism. We have also argued that in the absence of a clear spatial line, there may be a variety of regulatory and legal challenges and concerns, including travel insurance, forum shopping and so on. As a result, in order to make space tourism more efficient, the operational risk must be reduced to the extent possible by an internationally recognised space boundary that would facilitate distinguishing between space flights and sub-orbital flights. The chapter further delves into the origins and evolution of the recent debate on the uniform spaceline, evaluating in the process the feasibility and acceptability of the KármánLine and other alternatives from the legal as well as operational viewpoint, while at the same time exploring the real nature of the aforesaid regulatory concerns that stem from the current lack of consensus of such a spaceline.
