Post-COVID-19 pandemic, is there a demand for clean air in the workplace? According to a 2023 Fellowes study of U.S. and Canadian workers, 31% of respondents claimed they would consider finding new jobs due to air quality concerns, as they ranked clean air as their most desired workplace perk. Additionally, about 91% of respondents thought clean air should be a fundamental workers’ right; however, only 29% considered their current workplace air “very clean." Yesterday, Federal, State and Territory Workplace Health and Safety Ministers met and voted unanimously to endorse a ban on engineered stone. Protecting the health and safety of workers is always our number one priority and Master Builders SA supports the decision to ban the product. We also accept the findings and recommendations of Safe Work Australia’s recent Decision Regulation Impact Statement - which found there is no safe level of silica content within engineered stone products. Master Builders SA has been informed by the State Attorney General, Hon Kyam Maher MLC, this morning that South Australia’s intention is to implement a ban on 1 July 2024, along with the majority of other states and territories. We have now turned our attention to the enormous challenge of supporting our industry to transition away from engineered stone products in such a short timeframe. We have consulted extensively with the industry over recent months, and we estimate that 70-80 per cent of all new kitchen bench tops installed in new and renovated homes in SA during 2023 were engineered stone. When bathrooms and commercial facilities are factored in, we estimate in-excess of 20,000 engineered stone bench tops per year are being installed in SA, and thousands are on order for 2024. We estimate about 800 South Australians are directly employed in local supply chain roles. WHS ministers have agreed there is a need for a transition period for contracts entered into on or before yesterday’s meeting. This is particularly needed to avoid disrupting housing supply for people who are trying to get into homes already under construction, and impacts on suppliers already under contract. While this will help in reducing disruption to the residential construction industry, there is no similar alternative product ready to fill the enormous market gap. The speed of this transition will increase the price of alternative products and place additional pressure on housing affordability. We urge the South Australian Government to support key local supply chain businesses to invest in the equipment and capability needed to quickly pivot to new products. Given the speed of this decision, we believe it is essential that the government does this in order to minimise impacts on home buyers and local jobs. We also urge the government to ensure that changes to legislation come with clear, simple and practical rules so that businesses know what they need to do to comply, and by when.
