A good reminder that high integrity discussion are for naught if the uncertainty of parallel and shifting rulesets put good carbon project developers out of business. Incremental evolution of accounting rules is important, but it needs to be done in a way that is transparent, coordinated among actors providing 'guidelines,' and that recognizes the financial realities of carbon owners who are making a decision with real opportunity costs to participate in climate finance vs other options.

It's hard to overstate how inane these comments are from Ernie Moniz and Sally Benson. They're clearly reading prepared text, so I'm guessing they're just reading the copy that the PR firm Edelman handed them. But Benson is flat out lying when she says that the White House report, "US Innovation to Meet 2050 Climate Goals" (DOE Office of Science and Technology Information (OSTI) Nov. 2022), which was published by the White House office that she leads, says: "[The OSTI report] provides scenarios for meeting our 2050 goals... and across all the scenarios CCS is required, as is a significant amount of carbon dioxide removal." No, it doesn't. But don't take my word for it. https://lnkd.in/e3zqDYBu. (I've taken the liberty of highlighting each reference to carbon capture, just to make this debunking easier.) How is it possible for the White House, DOE, and all federal agencies not to cringe in shame listening to these two sell CCS? #stopCCS #defundDOE

Today, U.S. Senator Brian Schatz (D-HI) and U.S. Representative Paul Tonko (D-NY-20) introduced #carbonremoval legislation in both the Senate and the House of Representatives based on the federal spending framework in our 2019 “Clearing the Air" report: https://lnkd.in/gmRAVemv. The legislation draws from our report by emphasizing cross-agency coordination and technology-specific cost targets. Large-scale carbon dioxide removal (#CDR) is imperative for limiting global temperature increases and avoiding the worst effects of #climatechange. The new bill would provide more than $12 billion in research, development, and demonstration (RD&D) funding for CDR technologies, launching a 10-year, multi-agency program. Our report outlined pathways with a 10-year, $10.7 billion RD&D initiative to coordinate the actions of 10 agencies and departments. It also recommended that the U.S. Department of Energy (DOE), U.S. Department of Agriculture (USDA), and NOAA: National Oceanic & Atmospheric Administration (which is housed within the U.S. Department of Commerce) take the lead. The proposed legislation would allocate the largest amount of its funding to these three departments. The legislation also seeks to establish and drive down technology-specific cost targets for a comprehensive list of CDR technologies detailed in the “Clearing the Air” report, with National Energy Technology Laboratory taking primary responsibility on this aspect of implementation. These CDR technologies include direct air capture (#DAC); #carbon mineralization; terrestrial and biological carbon removal; oceans-based #carboncapture; and carbon capture, utilization, and storage (#CCUS). Gigaton-scale #CO2 removal—CDR—is necessary for any serious attempt to reach #netzero and, ultimately, #netnegative emissions goals a few decades from now. We have to fight for every tenth of a degree in temperature reduction we can get.

We are pleased to announce the publication of a paper by Lukas Vashold and Jesús Crespo Cuaresma in "Communications Earth & Environment". The paper "A Unified Modelling Framework for Projecting Sectoral Greenhouse Gas Emissions" employs a simple conceptual framework and time series econometric methods to forecast greenhouse gas emissions for 173 countries across five main sectors until 2050. This work adds to the tools for evaluating progress toward a carbon-neutral future.
