On May 21, City leadership approved a comprehensive Language Access Plan for the City of Concord with the goal of: improving services offered to members of the public with limited English proficiency, increasing their civic engagement, and encouraging a sense of community belonging. The plan, which stresses an initial focus on Spanish, Hindi, and ASL, was developed together with El Puente Hispano as part of BIC’s 2023-2024 Local Government Language Access Collaborative cohort. El 21 de mayo, los líderes de la ciudad aprobaron un plan comprehensivo de acceso lingüístico para la Ciudad de Concord con el objetivo de: mejorar los servicios ofrecidos al público con dominio limitado del inglés, aumentar su participación cívica y fomentar un sentido de pertenencia a la comunidad. Did you know there's no universal sign language? Each country, like the U.S. with ASL and the U.K. with BSL, has its own. In fact, there are an estimated 300 sign languages that are currently in use worldwide. There is 'International Sign’, which is not a full language but a cross-cultural communication method and is used globally at events like the Deaflympics. While more Western-friendly, it's not as clear to those from Africa and Asia. Still, it shows how sign languages adapt for shared understanding. Phillip M. Carter, a professor at Florida International University, has explored this linguistic phenomenon, highlighting its distinct features. In 'Miami English,' speakers also use phrases like "hacer la fila" for "make the line."
