Micah Zenko Steven Martin Thanks, Micah. Jim Marchio's "Analytic Tradecraft" article focuses on institutional resistance within the analytic process. Steve's comment about an explanation for such resistance is the communication dynamic between the knowledge producer and the knowledge consumers, framed as a cultural issue. I have conducted empirical research into that communication dynamic. The empirical research indicates an underlying structural dilemma. From the knowledge producer's perspective, providing clarity (i.e., the absence of tension or ambiguity) is a needed and positive value for knowledge consumers. The downside of meeting this goal is that the knowledge consumer's absorption of uncertainty increases due to inherent and empirically validated analytic decision-making dealing with ambiguity during the analytic process. From the knowledge consumer's perspective, clarity by a knowledge producer is so highly prized as to serve as a motivation that shapes producers to serve up clarity, with the downside being little motivation to trigger critical thinking by the consumer. I was honored to meet and chat with Ambassador William B. Taylor and Ambassador Masha Yovanovitch at this year’s Ukraine Action Summit (3 days of Congressional meetings on Capitol Hill, advocacy workshops, & panel discussions). This summit is organized by the American Coalition for Ukraine of which Nova Ukraine is a proud founding member. Ukrainian victory matters to Americans because: 1. Our values - this is who we are as Americans. We do not abandon fellow democracy fighting for its survival. 2. Helping Ukraine is in our US national security interest. Russia is the largest threat to global peace. 3. Economic argument - spend less money now to defeat Russian army vs waiting and having to invest a lot more later, as Russia will not stop in Ukraine and US will need to put boots on the ground to protect European NATO allies. 4. Demonstration effect. If we don’t stand up for our allies and friends - what signal are we sending to our enemies. Other tyrants around the world are watching.
