We caught up with David recently to ask him a few questions… IPFA - If you could personally change or influence one thing within infrastructure and/or energy, what would it be? David - Australia is in the middle of an energy transition and a huge amount of investment is required to develop new generation & transmission projects in Australia. In a period where governments are more budget constrained, I would like to see how the private sector could help fund these required works and I think this can be achieved through more innovative finance solutions and encouraging a more a more cohesive and stable energy policy throughout Australia. This week, the UK government has announced several significant funding initiatives aimed at boosting key industries and supporting sustainable growth. The most notable announcement includes a £1.5 billion investment in renewable energy projects under the Contracts for Difference scheme, with a focus on offshore wind, solar power, and emerging clean technologies. This funding aims to drive energy security, create jobs, and contribute to the UK’s decarbonisation efforts(GOV.UK). Additionally, the UK government has committed £360 million to enhance manufacturing and R&D in sectors such as life sciences, aerospace, and clean energy. This includes £200 million earmarked for aerospace R&D projects, supporting innovations in energy-efficient and zero-carbon aircraft technology( GOV.UK). On a smaller scale, the Co-op Local Community Fund is making £5 million available to support grassroots projects that benefit local communities across the UK(Grants Online). Nationally, Australians are keen to ensure that our businesses and communities grow and prosper as we transition to a decarbonised economy. A key strategy to achieve this is through building local content requirements (LCR) into project tenders for the expanded Capacity Investment Scheme (CIS). This approach allows local businesses, communities, workers, and First Nations people to directly benefit from the fast-paced energy transition. LCRs support domestic clean energy and technology supply chains, underpin investor confidence, and contribute to building jobs and a critical skills base for Australia’s energy transition. They also facilitate social license and prepare Australia for international opportunities as a renewables and cleantech superpower. Governments worldwide have increasingly included LCRs to deliver smart policies that target economic, employment, industrial, First Nations, and technological development goals concurrently. In Queensland, local procurement requirements saw state government investment with Queensland small and medium enterprises increase in 2023 by almost $1 billion with more than $23 billion in procurement investment. This approach benefited 38,600 Queensland businesses. Similar initiatives internationally range from ~60-100% local content requirement depending on the nature of the work and the project location. The Budget has allocated $22.7 billion for the 'Future Made in Australia' plan over the next 10 years. This includes: 🔵 $13.7 billion in tax incentives for hydrogen and critical minerals from 2027-28; 🔵 $3.2 billion over the next decade for net-zero technologies through the Australian Renewable Energy Agency; 🔵 $1.7 billion for a Future Made in Australia Innovation Fund for green metals, batteries, and low-carbon fuels; 🔵 $1.5 billion to strengthen battery and solar panel supply chains; and 🔵 $1.3 billion for the Hydrogen Headstart program to support early investments. The plan will follow a new National Interest Framework – established under a Future Made in Australia Act – to align economic incentives with national interests. The framework will have two streams: 'net zero transformation' and 'economic security and resilience.' The 2024 Federal Budget locks in $21 billion worth of new funding initiatives under the Future Made in Australia Act policy ($22.7bn including the $1bn Solar SunShot and $466m PsiQuantum funding), as announced by Treasurer Jim Chalmers.
