New research out with CGIAR on governance of small water supply systems in Kenya, describes the complex challenges of small water system committees who often work in isolation from duty bearers for water and sanitation service. The need for more inclusive decision-making comes out as a key finding.

Water being a State subject, the responsibility of formulation of action plan to save and conserve rainwater primarily lies with the State Governments. This is encouraging reading - how our holistic and truly integrated catchment management approach helped develop England's first city-region Integrated Water Management Plan (IWMP). Where's next? The challenge was complex: Greater Manchester is a vast region with unique water supply issues and environmental considerations that one organisation can’t manage. It required a market-leading collaboration between the Greater Manchester Combined Authority, the Environment Agency and United Utilities, the regional water supplier. Jacobs brought its integrated catchment management approach to facilitate the delivery of wider environmental and social benefits through collaborative, innovative and place-based solutions. I’m not sure how I feel about setting an “internal price” for #water. An internal price is a price that more accurately reflects the value of a gallon of water to the organization as opposed to the price paid for that gallon of water. Everyone knows that #water is not priced correctly and should be much more expensive. An internal price helps water conservation projects get over the finish line because it shortens payback on the investment. However, TRUE economic viability determines the success or failure of a movement over the long term. This may be a dangerous practice that leads to credibility concerns. I would hate for decision makers to question the true viability of a Capture H2O water conservation project because of past credibility concerns.
