Questions presented: Does heavy regulation in the digital economy hinder innovation and impede technological advancement? Do regulatory burdens divert essential resources from companies' innovative endeavors? We're seeing the United States and China rolling as innovation powerhouses, yet they seem to lag in developing comprehensive regulations. On the other hand, Europe excels in crafting regulations on innovations (and fining US entities), but appears to fall short in making significant innovations. (We will come to the place of Africa later) The question: Is the discussion around tech policy presenting a false dichotomy between regulation and innovation? It is essential to give these rules time to play out before assessing their efficiency and impact on EU tech companies. For instance, the EU’s consumer protection framework was recently updated with the ‘Omnibus Directive’. These new rules started applying from May 2022 onward only, yet they were up for another partial revision less than a year later.
