The past two weeks we participated in the #JuneClimateMeetings in Bonn, a critical moment on our road to #COP29. 🌏 Working together is crucial for global climate action. In the Dutch delegation you'll also find colleagues from the Ministry of Economic Affairs and Climate Policy, the Ministry of Infrastructure and Water Management, the Ministry of Agriculture, Nature and Food Quality and the Dutch UN Youth Representatives on Sustainable Development. Delegates and experts met to progress on key issues such as: 💪 more resilience against worsening climate impacts, 🔧 more accessible climate finance to enable stronger climate action, ↗ more ambitious national climate targets and - plans Together with all other countries that were present in Bonn, we were able to take some steps forward. I am very grateful to have been invited to participate this Tuesday in one of the webinars organized by OECD Environment (OECD - OCDE) about a green and just transition in emerging #markets, in a context of #global economic uncertainty. Our vision at BBVA Research is that we need to speed up the process to make sure that the current trends (not cutting emissionas as agreed and not reaching the committments on #investment) are reversed. Countries face different sets of challenges. To start with, because some have different exposures to transition or physical risks; some need more mitigation than adaptation, which is more difficult to finance, but if we are to succeed, we all need to work towards fostering the role of private investment; and that means make that investment profitable, also by reducing risk. Recipient countries, especially emerging #economies, need to have and show the will and the ambition to act on many fields: setting the conditions to attract private investment (such as improving the institutional background, their micro and macro management capabilities and incentives). Multilateral organizations can reduce the risk by lowring capital costs, making more use of blended #finance to bring down the risk profile and using tools such as first loss, #credit enhancement and guarantees. But developed countries, where most investment will originate, need to help transfering #technology, integrating renewable resources into their value chains to help them go up the value added ladder and provide incentives via trade agreements. Those are the carrots that can complement the path to carbon border tax that is a long term stick than can be avoided by acting now. I have also stressed that the huge benefit that these emeging countries can grasp from attracting investment and thus increasing their #GDP per capita https://bit.ly/3R8zcNQ and how helpful all these links can be con reduce the geopolitical #risks and helping the de-riksing process that is now underway across different economies.

Why I go to #cop28: ✅ because climate change is a global problem requiring cross-border mitigation & adaptation action; ✅ because we need to adapt now to protect lives and livelihoods (and yes mitigation is important too); ✅ because together we can make water the engine of climate adaptation; ✅ because I want to learn from others and want to contribute; ✅ because multilateralism is as good as we make it together; It is easy to be cynical about large summits. In three days, on 30 November, #COP28, the world’s major conference on climate change, will kick-off in Dubai🇦🇪. Last year, for the first time, the main results coming out of the conference acknowledged the key role of water in climate action. This year, the Presidency of the COP (UAE) has made water one of its priorities for the Conference. The Kingdom of the Netherlands as co-host of the UN 2023 Water Conference and through its partnership with the Republic of Tajikistan🇹🇯 is committed to support the Presidency of the COP28 in ensuring inclusion of water in the discussions at the COP. The Netherlands, as one the supporting water champions of the COP28, strives to place water 💧 at the heart of #climateaction. A newsletter on the water efforts of the Kingdom of the Netherlands🇳🇱 at this year’s COP has been published. The newsletter describes the Netherlands’ strategic priorities on water and climate and highlights its main water activities at the CoP. “We’ve taken modest steps forward, here in Bonn. But too many issues were left unresolved. We’ve left ourselves with a very steep mountain to climb to achieve ambitious outcomes in Baku.” In his closing speech of the #JuneClimateMeetings, UN Climate Change Executive Secretary Simon Stiell called upon all countries to step up their climate action efforts ahead of #COP29 in Baku in November.
