The ongoing feud between Connecticut utilities and their regulators has spilled over into the state’s efforts to implement performance-based regulation (PBR) for its electric utilities. PBR essentially covers to efforts to better align the profit incentives for utilities, which have regulated monopolies, with state policy goals. PBR mechanisms can be used to better-incentivize affordability, resilience, distributed energy deployment, and electrification. I spoke with a whole bunch of people about what the fight in Connecticut could mean for the state's clean energy transition, and whether it will influence PBR in other states. While the utilities are concerned that they will not be able to recover a reasonable rate of return on their investments in the new proposed framework, consumer and environmental advocates have argued that these concerns are overblown. Last month, BCSE member Calpine was selected by the U.S. Department of Energy (DOE) to enter into a cost-sharing agreement to build a commercial-scale #carboncapture project that will capture and store 1.75 million metric tons of CO2 each year. This project will help decarbonize California's #energy supply and supports BCSE member SMUD's 2030 Zero Carbon Plan, with a goal of zero emissions in its power supply by 2030. “Calpine has long been a leader in California’s power generation market, having responded to the state’s need for new power generation in the early 2000s,” said Alex Makler, Senior Vice President, West Region of Calpine Corporation. “This project, along with Calpine’s recent battery storage projects and its longstanding #geothermal power production, reaffirms that leadership as California continues to meet its commitment to a zero-carbon future.” Learn more: https://lnkd.in/dPpTn3ev

Eyes on Clean Energy  - Sopranos State Reality Check New Jersey, on Monday, scheduled a reckoning of the power it gave the governors’ office to achieve 100% clean energy by 2050. That the NJ Energy Master Plan (EMP), despite the full power of the governors’ office, is falling short is obvious after Orsted canceled its partnership with politicians to force offshore wind where it is not welcome. Less obvious is the perfunctory nature of the statutorily required EMP update with the embedded power in the executive branch to act unilaterally and simply order the BPU to do its bidding. While the invitation for public comment meets the minimum requirement for public participation, don’t expect a sudden swell of dialogue from stakeholders who feel like they are at the table, because they are not. Instead, look for an acknowledgement that goals are not being met and a doubling down on Governor Murphy’s all-of-government top-down tactics. Enhanced Geothermal and Utility scale PPA’s will definitely be a large part of the energy portfolio. I have seen maps of potential areas for enhanced geothermal production. PA and NY has the most potential in the NE corridor. It will be interesting to see how NYS reacts to potential geothermal projects utilizing essentially the same technologies from the Oil and Gas sector that it effectively banned.
