I've just published this guest blog post by Tur Borren. Tur is a prominent figure in the world of business, the chair of the Quatro Trust (my employer) and also a secret Olympic gold medalist (hockey 1976). Is our forward posture a risk or a deterrent? On one hand you have the Mearsheimer theory of retrenchments inherent strength through conservation of power and on the other deterrence through forward presence. We are going on over two decades of major and minor conflicts ranging from Africa, to Europe, and the Middle East -- with a brewing conflict in Asia. An argument can be made that forward presence hasn't deterred anything, but nuclear weapons have deterred a wider global conflict. Yet, the American led Western Alliance does look militarily strong when contrasted with the plodding, some would argue disastrous, results of Russian revanchism in Ukraine. So what are the costs v. benefits for our global hegemony? Is it influence w/Allies? Maintaining the post World War II Bretton Woods system? No answers, just questions with lots of variables. What I do know is that these were major questions that were being asked during my time in the West Wing and it was largely defined, in my opinion, by a clash between the old guard National Security Enterprise and newly emerging populist wings in both major political parties aiming to retrench. Interesting arguments on both sides.
