We know politicians play the science game. But how do scientific experts play the politics game for better science-driven policy? This is what Claire Dupont and Bishoy Louis analyzed in their Journal of European Public Policy article, 'Understanding Political Learning by Scientific Experts: A Case of EU Climate Policy.' 🔬 They studied the case of #EU #ClimatePolicy between 1990 and 2022. The study traces how scientific experts' access to policymaking changes over time and shifts focus from policymakers to the experts themselves, exploring their political learning and advocacy strategies. Over time, scientist rightfully discredited his ideas. But, because of the climate catastrophe, we become increasingly dependent on the climate again, like people were in Montesquieu's era. Therefore Professor Ralf Michaels urgently calls for a revival of Montesquieu's concept: the impact of climate on laws. Having recently scanned research using experimental designs in the climate change space, a short policy-focused perspective published in the journal Science that I came across offers insights that bear repeating. The authors, a group of economists, argue for a more intentional and up-front incorporation of experimental designs into government interventions in environmental policy, noting that experimentation is relatively less embedded in environmental programmatic decisions compared to health and education sectors, despite the significant uncertainty and opportunities in coupled socio-environmental systems. Creating a culture of experimentation in government programs in the environmental community, they state, will require changes in norms and incentives, not only at the organizational level but also in the design of incentives for program manager positions in the public sector. NEW PUBLICATION Louis Kotzé, Chair of our program 'Governing the Planetary Commons: A Focus on the Amazon', co-authored the recently published paper 'The Planetary Commons: A New Paradigm for Safeguarding Earth-Regulating Systems in the Anthropocene' Read the paper here: https://lnkd.in/gWSRbCAP   The paper argues that we must move beyond global commons – which only include globally shared geographic regions, like the high seas or Antarctica – and toward planetary commons – which include all the environmental systems that regulate the functioning and state of the planet, namely all systems on Earth we all depend on, irrespective on where in the world we live. This calls for a new level of transnational cooperation.   Louis explains: “Earth’s critical regulatory systems are now being put under pressure by human activities at unprecedented levels. Our existing global environmental law and governance framework is unable to address the planetary crisis and keep us from crossing planetary boundaries.
