Exciting news this week as we mark a significant milestone with the groundbreaking of the McCormack-Williamson Tract Levee Modification and Habitat Restoration Project, which many GEI staff have worked determinedly and diligently towards for nearly a decade. Flood and tidal flows are being permanently restored to the 1,600-acre reclaimed delta tract, which will restore #riparian floodplain and tidal wetland habitats via process-based #restoration, and reduce regional flood risks by reconnecting historical floodplain to the Mokelumne River. This multi-benefit project has been long considered a keystone, foundational project for the landscape-scale restoration of #ecosystem processes and flood risk reduction in the delta. Since GEI became involved in the project in 2015, task leads Cindy Davis, Jennifer W. Burt, Ryan Jolley, and Eric Htain have played integral project roles—providing comprehensive #environmental planning services, leading habitat restoration and adaptive management planning, attaining regulatory permits, and achieving #CEQA compliance for the project. Today, we celebrate not just the beginning of construction, but the successful culmination of years of collaboration and hard work of a large project team, including Reclamation District 2110, the California Department of Water Resources, The Nature Conservancy, AECOM, MBK Engineers, cbec eco engineering, West Yost, and Stillwater Sciences. We have enjoyed collaborating with this dedicated group over the years and are gratified that the project is officially underway.

Over the course of the next decade, the Coldwater Connection Campaign will utilize $19 million of federal investment provided by the Bipartisan Infrastructure Law and the Inflation Reduction Act to reconnect 125 miles of wild steelhead and salmon spawning and rearing habitat on Washington’s Olympic Peninsula. The partnership has spent years working to identify the most impactful culverts blocking fish migration and are now hiring local contractors to remove barriers and replace them with better structures that will help struggling steelhead and salmon populations and provide durable road infrastructure for local communities. TU’s Luke Kelly explains: “Many of these culverts were placed 50 or 60 years ago without thought put into hydrology and fluctuating river flows. This area is a rainforest, and we can see river flows increase 5,000 percent or more in just 24 hours. Flows like that going through an undersized culvert can cause entire road segments to wash into the stream.” Construction kicked off this summer on Wisen Creek, an important tributary of the Sol Duc River, where Trout Unlimited replaced three high-priority culverts identified by the Coldwater Connection Campaign. “At the end of the study, what we’ll have is an adaptation road map that includes all the information, resources and tools for the community to start to take action,” shared Civil/Coastal Engineer James Jackson, P.E., in an interview with the Point Reyes Light about new technical documents which outline sea level rise adaptation options for Stinson Beach in Marin County, California. The documents, which ESA produced for the Marin County Community Development Agency, outline a range of adaptation measures for the community and surrounding areas to consider in addressing vulnerabilities to coastal flooding, wave run-up, coastal erosion, and rising groundwater caused by sea level rise. Nearly two dozen potential adaptation measures are detailed, such as beach nourishment, vegetated dunes, cobble berms, horizontal levees, elevating homes and infrastructure, and realignment or retreat. The measures are evaluated by feasibility, effectiveness, regulatory challenges to implementation, and other considerations. Ultimately, these documents are meant to serve as a resource that informs residents and helps them decide which measures to pursue in order to protect the community from rising sea levels in the decades ahead. 🌧️🌿🏙️ Reflecting on the recent events of Tropical Storm Ophelia in NYC on September 29th, 2023, I can only think again of the critical need for blue-green infrastructure solutions in our journey to build sustainable, and resilient 21st & 22nd century infrastructure systems. Tropical Storm Ophelia showed us once again that our world is facing a new era of extreme weather events. While the flash flooding that inundated New York City is a stark reminder of the growing climate challenges we're encountering, there is also opportunity - an opportunity to pivot and transform the way we design, manage, and configure our urban spaces. 🚀 The Way Forward 🚀 As we continue to witness the impacts of climate change, we must take a proactive stance. Blue-green infrastructure should be an integral part of urban planning and redevelopment projects. Collaboration between government agencies, private sectors, and the community is essential for its successful implementation. Ramboll and Rebuild by Design have prepared a new report that explores the business case for implementing blue-green infrastructure into the urban fabric in NYC, and the benefits that can be derived from such an approach. Seeing this report in development and the work that NYC Department of Environmental Protection (NYC DEP) is doing now with it's cloudburst management program, I am beginning to see a vision for how the future urban landscape might look in NYC with multi-functional blue-green infrastructure artfully integrated.
