PR wants to manage the brand to the other side of the crisis with business intact or improved.
Crisis management is about managing stakeholder expectations, including media and people directly affected by the crisis.
Legal is about managing the liability of a situation and potential penalties, including financial claims.
The lawyers, usually (but not always), have opposite priorities in external PR during a crisis.
Ultimately, the real power is with the stakeholders who get to decide whether a brand is in crisis and whether they are convinced it is responding appropriately.
