Maneuver in the sense of achieving and maintaining multiple forms of relative advantage (positional, temporal, psychological) over an adversary. In terms of all domain maneuver, cyberspace’s ubiquity across the joint force and society enables it to “see” across the other domains. Operators in this domain are often the first ones to identify and exploit opportunities that give the joint force relative advantage over adversaries. Coordinated cyberspace operations, enabled at scale across other domains, will be a force multiplier." Unless their is a total rewrite of how we fight, ground (read Land Domain) maneuver is the central purpose or thread that links all other domains within US military maneuver. All other domains support physical maneuver that compels the enemy to capitulate. While is cyber is critical to support maneuver, it cannot guarantee physical loss by an enemy force. Recently returning from watching a unit exercising in the Mojave Desert reinforces this point to my boss and I. The unit had challenges in the communications arena (included internal training & maintenance issues, enemy EW & limited cyber attacks, etc), but with a good and well rehearsed plan they could overcome these issues without “perfect comms.” I’m glad we are consistently challenging the Land Domain, but it’s far from possible that Cyber will dominate and overtake ground maneuver as the backbone of our doctrine and physical tactics to kill and make the enemy compitulate. Humble two cents.

Russia and China — China specifically — have invested very significantly in EW capabilities and other capabilities, like intelligence, surveillance and reconnaissance and cyber, in places where they think they can find our soft underbelly of weakness. Everyone has recognized that the future of warfighting is about data, is about the spectrum. So we’re all rushing toward the same objective of being able to fight and win in the spectrum. COGNITIVE EW: There are folks out there that will talk about cognitive EW as it’s out at the edge of combat, and it’s making its own decisions and jamming things and that kind of stuff. That future will happen. I think it’s probably 10 to 15 years away to happen at the scale that we talk about sometimes in articles and stuff. But really what I’m talking about is once you have all that data pulled up, and you’ve communicated it using electromagnetic battle management — the algorithms to scroll through terabytes of data quickly, to identify the critical things that we need to work on, and then be able to get that information back out to the edge as quickly as possible. 16th Air Force Seeks ‘Unity of Effort’ on Information Warfare November 13, 2023, Air & Space Forces Magazine https://lnkd.in/emAPzhhV The 16th Air Force is working on an “information warfare operations center concept” to more effectively counteract narratives pushed by China and Russia, said its commander, Lt. Gen. Kevin B. Kennedy Jr., Nov. 13. Enhanced “unity of effort” across the service is the goal, Kennedy said during a livestreamed discussion with AFA’s Mitchell Institute for Aerospace Studies. “We have public affairs Airmen that are trained in how to get messages out and how to transmit what we’re seeing to the American population as well as global audiences,” Kennedy said. “We have cyber experts that understand how to gain access and understand what’s happening in that domain. Clearly we have our intelligence, surveillance, and reconnaissance experts. On one hand, the Pentagon has stepped up its efforts to expose dangerous or provocative behavior on the part of Chinese or Russian forces, declassifying hundreds of incidents and releasing photos and videos from dozens of them. On the other, the 16th Air Force and its partners across U.S. Cyber Command, the FBI, and other government agencies are working to disrupt IW efforts like disinformation and misinformation being pumped onto social media. 

Thank you George Howell. Timely and relevant. I am working in collaboration with fellow innovators in RF tech on getting a seriously compelling Electronic Warfare(EW) asset off the ground. ( In both terms of the phrase ). It has already had preliminary Government funding. The future of EW for high attrition situations can be put together using existing technologies that are Commercial Off the Shelf (COTS). Cognitive EW while a little more sophisticated is more of a machine learning, meets spectrum analyser and software defined radio rather than a full AI play. Smart parts from RF vendors to create small bilateral amplifier and new advances in capacitor technologies combined with the know how of how to pack it together just needs to be applied. There are some ridiculously smart guys in the UK and East Coast USA that could develop this capability for relatively modest cost and a short timeframe in Defence terms. This like many other areas that we are behind in defence terms simply needs backing.
