Course alert: EU VAT Expert degree (2024-2025) Starting April 2024 Location: Château de la Motte, France There is an increasing demand for well-trained VAT specialists to fill the positions of VAT managers or VAT directors in multinational companies. T heir task mainly consists of co-ordinating VAT questions at European level, and answering those questions where possible. Because there is no appropriate degree programme available at European universities, the management team of VAT Forum CV decided to meet this need themselves and so they organised the Expert in European VAT degree for the first time in 2004. VAT Forum run a biennial programme that can lead to an 'Expert in European VAT' degree after completing 210 course hours and passing the necessary exams beginning of September 2025. To date, 75 participants have obtained the 'EU VAT Expert' certificate. Mazars in Malta My long time participation in discussions of the EU Council meetings were a very positive learning experience. Apart from providing me with an opportunity to serve my country, it was also a way to make me feel more European and to establish an excellent working relationship with officials from the Commission and from other member states. However, one important thing that I appreciate in my whole experience is the balance that exists between the collective interests of the European Union and the interests of individual member states. A balance that always prevails especially in moments of crisis. Although reaching unanimous agreement in the area of VAT could be a lengthy process, the progress achieved so far in the evolution of VAT is quite astounding. VAT has evolved into a dynamic system, according to the needs of the EU, without ignoring the realities of individual member states in a community full of diversity. Is it perfect? Of course not. Can it be improved? Yes, always. But it is really inspiring how the different economic, geographical and demographical realities of the member states combine together to ultimately produce directives and regulations that continue to strive towards the common goals of the European Union. It is this combination of communality, solidarity and subsidiarity that makes the EU a dynamic union founded on solid democratic values. Merit goes to the continuous valid contribution of officials from the EU institutions and from individual member states in all areas. These officials continue to keep alive the dream of those politicians with a vision who, in the last century, had started to build this European project.

But… although the title is too good to change, this seminar will be a little different. The Chelco VAT International Academy continues its series of VAT educational events with a morning seminar on the application and complexities of the Right to Deduct VAT. In this ‘deductions’ seminar, we will examine how we should treat the input VAT split between economic and non-economic activities and understand the ground rules before applying a formula to determine this ‘pre-pro rata’ split. We will also be looking at the economic pro rata split (i.e. input VAT that should be allocated between exempt and taxable transactions) and examine the turnover-based allocation method, which is in the law, discussing also alternative formulas.
