This morning we had the chance to hear the perspective from Dominique Ristori, former Director-General of DG ENER, on the energy priorities of the next Commission. Ristori outlined three key priorities: (1) security, (2) environment, and (3) competitiveness. On energy security, we discussed the current situation with increased gas storage capacities (90% by 1 November), the diversification of supply (LNG coming from the US, natural gas from Azerbaijan via the Southern Gas Corridor), the increasing risk of energy being weaponized, as well as the need to secure access to critical raw materials enabling the energy transition (solar PVs, nuclear, electrolyzers, EV batteries). Ristori also insisted on the need to reinforce measures around the physical security of critical energy infrastructure (transmission grids, gas pipelines). The recent sabotage of the Balticconnector which links Finland to Estonia is a stark reminder of Europe’s vulnerability. On environment, Ristori underlined that the next Commission must focus on the implementation of the Fit for 55 package to achieve the ambitious 2030 targets. He also stressed the need to accelerate the electrification to decarbonise the EU and emphasized the important role of energy efficiency. On decarbonisation efforts, despite many criticisms, the EU ETS remains the first carbon market in the world and the EU needs to continue to develop it further. On competitiveness, Ristori welcomed the recent agreement reached on the Electricity Market Design reform thanks to the close collaboration between France and Germany. It was important to protect the short-term as well as longer-term measures to better manage price volatility both for industrial consumers and final consumers. In the long term, this reform will reduce the influence of gas on electricity. Ristori also added that the new European Sovereignty Fund should support decarbonisation efforts similar to the IRA in the US. He concluded that a new strategic plan should be put forward to promote significant investments accompanied with a shift towards an innovation culture integrating risks.
