Great news! EU is providing €1,4 BN in loan guarantees and blended finance grants for private sector including SMEs. This is mainly to address the critical situation in Ukraine's energy infrastructure and boost private investment in the sector. Ursula von der Leyen, President of the European Commission said: “The European Union is rallying financial firepower to help Ukraine resist and recover. From the proceeds of immobilized Russian assets, to our €50 billion Ukraine Facility, we will make sure Ukraine has all the support it needs. Today, we are kicking off our investment plan under the Facility, signing the first agreements worth €1.4 billion with our partner banks to attract further private sector investments. The 2nd Annual Ukrainian Infrastructure Forum in London united representatives of business and government agencies, IFIs, investment funds, banks and multilateral organisations for a timely discussion of the requirements and opportunities in the reconstruction process of Ukraine. The event was organized by the Strategy Council with the official support of the Embassy of Ukraine in the UK and Advantage Ukraine. Supporting the integrity and compliance within investment projects in Ukrainian infrastructure, the representative of СOSA Alexander Tarabukhin took part in the forum. 🇪🇺🇺🇦 European Investment Bank (EIB) disbursed more than €2 billion for immediate financial needs and emergency repairs in devastated towns and cities of Ukraine to ensure that the country re-emerges strong, democratic and secure. Since Russia’s full scale invasion of Ukraine in 2022, the EIB Group has remained steadfast in its commitment to the country, with reconstruction, recovery and integration into the European Union as key priorities. There are no legal obstacles to confiscating Russian assets — Ministry of Justice 👀 Additionally, the Ministry of Justice of Ukraine does not see any potential instance where Russia could appeal the confiscation of its sovereign assets. This was stated by Mykola Yurlov, Deputy Director, International Cooperation and Representation Department, Ministry of Justice of Ukraine, at our event on Monday. 🗨 «We just don't see any possible venue which Russia could turn to. It's not like there is an investor-state dispute settlement mechanism because Russia is not obviously going to be a foreign investor, which is protected by a bilateral investment treaty. This mechanism is reserved for investors like corporations. And that's why the seizure of private assets of Russian individuals are much harder because they are protected by these mechanisms of investor-state dispute settlement. Russia is not. These are sovereign assets. They do not qualify as foreign investment within the meaning of whatever bilateral investment treaty you're talking about. Friends, this week in focus: to print, or not to print.  Ukraine entered 2024 being short of approximately USD29bn in confirmed external financing, or about USD2.5bn per month. Great news from the EU Today, 🇪🇺 member states supported the launch of the €50 billion Ukraine Facility Instrument for 2024-2027, of which €39 billion will be directed to cover Ukraine's budgetary needs. The Instrument will be aimed at supporting Ukraine's macro-financial stability, facilitating recovery and reconstruction. The 4-year program allows for more accurate planning and management of public finance in the medium term. The program provides for systematic and predictable financing based on Ukraine's performance against agreed conditions. It will also support the transition to a green, digital, and inclusive economy that will be gradually aligned with EU rules and standards. The Ukraine Facility envisages 15 key areas of reform, the implementation of which will contribute to the modernization of our country on its way to EU membership. I am grateful to our European partners. The decision taken today will allow us to support the progress made in the financial and economic areas through 2023 and will help to accelerate Ukraine's recovery.

Indeed great news for Ukraine! Kudos to all having been involved in the process of negotiations to make this funding possible, Sergii Marchenko and the Cabinet of Ministers of Ukraine! Thank you, Charles Michel, Council of the European Union and the leadership of all 27 countries voting for the decision to launch the Ukraine Facility Instrument. 👏 The European Commission announced today that the commission recommends that the Council open negotiations on Ukraine's accession to the #EU. We welcome this historic decision, which has far-reaching consequences, particularly from the point of view of the #GreenRecovery of #Ukraine. We believe that joining the EU will provide Ukraine with a significant incentive to implement the green recovery and reconstruction of the country. Ukraine will be able to gain access to the financial resources of the EU, as well as to the experience and technologies of leading European countries.
