As Rapporteur I would like to thank Belgian Minister for Energy, Tinne Van der Straeten and her team, Bert Van Loon for supporting European Economic and Social Committee opinion “Cross-border energy infrastructure planning” during the EESC Plenary Session, 18th January. We discussed with Tinne Van der Straeten Belgian presidency priorities and further challenges in the Energy market. Key messages to the BE presidency in the view of EESC: • Energy infrastructure, like infrastructure for transporting and distributing energy and storage, cannot be treated like any other commodity and must instead be classified as a service of general interest for the economy and the population; • Particular attention to be paid to defining grid development, including cross-borders interconnections, both onshore and offshore, as critical infrastructure of an overriding public interest, including climate protection as a regulatory objective and, more generally, synchronising the planning of renewable energies and the electricity grid more effectively; • By recognising the rising demand, it is particularly important that substantial investments are made in electricity networks to stimulate the European economy and create high-quality (green) jobs; • There is a need for more binding measures for Transmission System Operators (TSOs), Distribution System Operators (DSOs), but also including energy producers into grid stabilization measures, in order to better coordinate their actions and enable the grid to benefit from digitalisation; • Energy infrastructure such as large-scale energy installations need special attention in terms of security measures. In particular, the issue of (cyber-)security should become an even higher priority. Don´t forget to participate!!! The public consultation process is still open. THE MINISTRY OF ENERGY OF CHILE HAS OPENED A PUBLIC CONSULTATION PROCESS FOR THE GREEN HYDROGEN ACTION PLAN 2023-2030. After exactly one year in which the participatory registration process for the Green Hydrogen Action Plan 2023-2030 was opened, the Ministry of Energy presented the version to submit it to public consultation of all agents in the sector, and citizens in general. This initiative defines the roadmap for the deployment of this industry in #Chile, reconciling economic development with respect for the environment, the territory and the communities, and taking into consideration what is established in other public policy instruments of the sector, such as the National Energy Policy and the National Green Hydrogen Strategy. Commission President announces European Wind Power Package During President von der Leyen’s annual State of the European Union address she unveiled the European Wind Power Package, a significant step forward in expediting permitting processes and enhancing the auction system within the EU. This package will also focus on skills, access to finance, and stable supply chains – three key issues that OWFA members face. We're grateful to see The Australian Financial Review speak to Enosi's Steve Hoy about the government's proposed rules on #cleanhydrogen and how they could rightly be considered "catastrophic" for Australia's clean energy export ambitions and our globe's urgent need for carbon-free energy. Here's an excerpt: "The federal government’s proposed criteria for access to $6.7 billion in subsidies has appalled those who argue that Australian standards must match strict criteria in the European Union and the rules planned in the United States. Steve Hoy, chief executive of power tracing technology group Enosi Energy, said the rules would “essentially allow a significant level of greenwash into the hydrogen industry”. Mr Hoy said the proposed criteria “would put billions of dollars of taxpayers’ money into a not-particularly green product that may not meet international standards in any case”. Last Friday (20.10.23), for the first time, I took part in a meeting of the Energy Economist Expert Group, where I was appointed as the Polish representative. The #EEEG was established by the European Commision as an exchange platform for energy financing and energy market experts from Member States’ authorities and the European Commission. The Energy Economist Expert Group is a tool for exchanging knowledge and experience between Member States and the European Commission about best practices in using national and #EUfunds to meet the #decarbonisation goals of the UE and guarantee interconnectedness of the energy systems throughout the Union (European Union climate goals). In order to achieve these goals, it is necessary to have a highly efficient and well-coordinated design of public support and of the inherent framework for projects in the field of energy at both national and EU level. We discussed many important topics, including recent policy developments in the #energy sector (i.a. the renewable energy directive - #RED and the Strategic Technologies for Europe Platform - #STEP) and the role of financial instruments in supporting decarbonisation projects in the EU. I am looking forward to further meetings of the Group and interesting discussions.
