What a week we had last week at the NHRI Academy 2024! 💥 📢 This year, the #NHRIAcademy focused on securitisation and human rights. This included looking at how the use of security measures can affect and limit #humanrights and how #NHRIs can address such situations. 23 NHRI staff members from across the OSCE region participated in this five-day training. Topics covered included securitisation theory, states of emergency, restriction of civic space, migration, technologies and human rights, anti-terrorism and policing. 💡 We learnt how NHRIs can use their specific mandate to work on the topics and several participants presented case studies of how their NHRI worked on securitisation challenges in their national context. Participants received an overview of relevant international standards and learnt about the work OSCE Office for Democratic Institutions and Human Rights (ODIHR) and ENNHRI are doing to support NHRIs. Insights were also shared on gender mainstreaming and specific gender aspects under each topic. 📌 Participants identified several key issues and points learnt regarding securitisation, including: ➡ The potential risk to NHRIs’ reputation and public perception if they speak out against security measures, especially after a major event or emergency. ➡ The need for strategic communication and response during a crisis. ➡ The importance of cooperation with other national actors, such as the media, civil society, law enforcement, national authorities and other public bodies. ➡ The value of cooperating with international partners, working with treaty bodies and special rapporteurs and taking relevant cases to the regional courts to reinforce NHRIs’ work and influence political or societal discourse. Overall, the Academy showed us the power of #NHRIs sharing experiences among one other, the value of peer-to-peer learning and the importance of solidarity. In follow-up to this learning, participants developed actions plans on how they will take the knowledge back and share it within their respective institutions. 🔍📢 Grateful for the enriching discussions of the last two days at the Europol ECTC Advisory Network conference on terrorism and propaganda! It was an honor to share insights of my research on GenZ and counter terrorism to fellow researches and law enforcement agencies from across Europe. While I am heading back from The Hague, here are my key takeaways from our discussions: 1️⃣ Understanding psychological aspects of adolescents behaviour is crucial to combatting extremist propaganda. By addressing these factors and building confidence in their media literacy skills, we empower them to recognize and protect themselves. 2️⃣ Interventions and campaigns by law enforcement should focus on empowering adolescents to actively report harmful content, emphasizing their role in making a real impact in countering extremism online. 3️⃣ Qualitative research offers invaluable insights into the nuances of adolescent behavior and perceptions. It's essential for uncovering details sometimes missed by large-scale studies, particularly in under-researched areas. 4️⃣ Engaging with youth directly, while navigating ethical considerations, is paramount. By understanding their realities and motivations, we can develop safeguarding-centric approaches tailored to their needs. 5️⃣ Caution is advised with counter narratives, as they may inadvertently increase exposure to extremist content due to algorithmic effects. 6️⃣ It's encouraging to witness collaboration with the private sector, including gaming platforms, recognizing the role they play in addressing radicalization occurring within their channels and gaming communities. A huge thank you to my fellow panelists for their outstanding research contributions, and to the organizers for facilitating such a diverse and insightful discussion, including many female experts. 🇧🇯 The infiltration of violent extremist groups in northern #Benin since 2021 has precipitated a surge in kidnapping incidents. 🔍 Our latest #OCWAR-T research explores how these groups use kidnapping for strategic purposes, including for forced recruitment, intelligence gathering, as punishment and for intimidation. To tackle the complex problem, we urge policymakers to strengthen protection programs for armed group defectors and to explore the option of amnesty programmes. The reinforcement of local infrastructure is urgently needed to bolster community resilience. First meeting of G7 Italy 2024 Heads of delegation - Rome/Lyon Group The first meeting of the G7 Rome/Lyon Group under the Italian Presidency was held in Rome these days at the Ministry of Foreign Affairs and International Cooperation (Maeci). The Department of Public Security has the high responsibility of chairing this forum, jointly with the Ministry of Foreign Affairs and International Cooperation. The Group, which has the mandate to coordinate and strengthen the joint response of the G7 countries in the fight against transnational organized crime and terrorism, brings together the diplomatic and police services of the member countries to which, on this occasion, were added qualified referents from important international organizations such as INTERPOL, UNODC (United Nations Office on Drugs and Crime), GCERF (Global Fund for Preventing Violent Extremism), UNICRI (United Nations Interregional Crime and Justice Research Institute). The agenda of the work focused on the specific priorities of the Italian Presidency's security program. These included countering human trafficking and migrant smuggling and economic security. Another central theme in the discussion was the role of artificial intelligence (AI) in the security sector, where the need to introduce shared practices to prevent the possible risks of illicit use by criminal networks and to make the most of the potential this technology offers for policing purposes was shared. A specific focus was devoted to synthetic drugs, especially with regard to the growing and alarming prevalence of Fentanyl. The emerging threat related to child sexual exploitation and abuse was also addressed.
