Journalists, technology and the next question As an Engineer, I was trained to look at a problem, think of the solution, evaluate, and ask the next question. Journalists don't seem to need to ask the next question, as a recent article, or more accurately a promo piece for a bottle manufacturer demostrated. Wow, a 10% use of recycled glass reduces greenhouse gas by 2%. Do the math. The next question, not asked, what if we just reused the bottles? Where is the emphasis on reduce? We waste energy like no tomorrow.. and this is another "efficiency". Crap reporting like this just does nothing for us, and does not lead to good outcomes. Engineers should challenge stuff like this. 𝐃𝐚𝐭𝐚 𝐜𝐨𝐥𝐥𝐞𝐜𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐦𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐢𝐧 𝐂𝐢𝐫𝐜𝐮𝐥𝐚𝐫 𝐄𝐜𝐨𝐧𝐨𝐦𝐲 The data collection/management should cover all CE elements: ♻ resource use ♻ design for circularity ♻ repair ♻ reuse ♻ circular consumption ♻ and waste management. All this data is essential to be able to monitor the progress toward CE and fully inform decision-makers. A framework to monitor progress towards a circular economy using available statistical data has been established by the European Commission and Eurostat, but it focuses only at resource use and waste management. Other aspects related to maintaining the value of products and materials in the long term are yet to be planned. To ensure that the monitoring of the transition to a circular economy captures all relevant aspects and involve all relevant parties, the “Bellagio Declaration” was established. The declaration is intended to serve as a guide for national and European authorities in the development of monitoring frameworks and indicators. It consists of 7 principles: 1. Monitor the circular economy transition. 2. Define indicator groups. 3. Follow indicator selection criteria (RACER). 4. Exploit a wide range of data and information sources. 5. Ensure multilevel monitoring. 6. Allow for measuring progress towards targets. 7. Ensure visibility and clarity. From the point of view of data collection and management principles No. 3 and 4 are the most important: Principle 3. Follow indicator selection criteria (RACER): use RACER criteria: Relevant, Accepted, Credible, Easy to monitor, and Robust for indicators development; (however, development of innovative, experimental indicators should also be encouraged, even if not all RACER criteria are fulfilled at first) Principle 4. Exploit a wide range of data and information sources: - official information sources – statistics and other data produced by official institutions or international organizations at EU, national or local level) - policy information – tracking policy developments and implementation including qualitative assessments - new data sources, such as data from the private sector and trade associations, research models, or from new applications of digital technologies. New data sources can include: 🔍 Browser fingerprints - devices connected to websites leave a fingerprint with information on the type of device and software version. Using this information it could be possible to determine the age distribution of devices in current use, and these data can be used to estimate the service life of devices. 🔍 Information about interest – using e.g. data provided by searching engine. This can illustrate knowledge about and interest in the concept and, together with very limited market data, indicate the performance of the sector (case regarding car sharing sector). 🔍 Information about activities – i.e. repair of electronic and electrical appliances. #CROCEMS #ErasmusPlus #waste #data #circulareconomy #ESG

New paper The Role of Voluntary Environmental Policies Towards Achieving Circularity, with Marta Meleddu and Marilena Vecco. enjoy the reading. https://lnkd.in/d-RWVEpf Over the last decade, waste management and prevention have become important in the transition towards a circular economy (CE). This study explores how voluntary environmental policies, adopted at a regional level, contribute to green transition from the perspective of the CE. By considering general and region-specific trends in waste management and environmental certifications, we perform a two-step analysis on a panel of 20 Italian regions between 2015 and 2019: the first step extrapolates the relative efficiency by using a Data Envelopment Analysis (DEA), while the second step extrapolates the efficiency in terms of productivity changes supported by Malmquist Productivity Analysis (MPA). The DEA results show an overall rising trend of efficiency among the Italian regions, supported by the MPA. Furthermore, they reveal that technological innovation in Italian waste management contributes to a greater efficiency in socio-economic systems which are characterized by ‘environmental federalism’. From a decision-making perspective, this study suggests that measures such as the incentivization of voluntary environmental policies should be proposed to promote techno-organizations' transition to CE, in coherence with regional economic/industrial specializations and strategies, possibly based on a diversified policy mix, setting a knowledge-based framework by using budgetary measures and policy actions at the regional level.
