OHS Thought Mandatory requirements may be simply defined as compulsory, or required by law or mandate. While on the other hand best practices defined as a set of guidelines put in place to produce a positive outcome, and or promotes a positive safety culture in an organization set up. However, the main determinants to mandating or classifying best practice conditions is dependent on the actual organizational context , and existing conditions. For example, in my industry of practice, thermographic scanning of electrical distribution boards may be a best practices item as mostoperations management teams would emphasis but beyond the standard requirement conditions, if you in property management it is more mandatory to conduct such scans (business nature consideration) considering the need to be always above board when it comes to proactive risk prevention or mitagation.

Re: Amendments to the EPA Chemical Accident Prevention Rule (i.e., changes to EPA Risk Management Program or "RMP" requirements under 40 CFR § 68). The revisions [to EPA RMP regulations] include: (1) - Changes & amplifications to the accident prevention program requirements; (2) - Enhancements to the emergency preparedness requirements; (3) - Improvements to the public availability of chemical hazard information; & (4) - Several other changes to certain regulatory definitions or points of clarification.
