In the KPLC's Second E-Mobility Conference, we discussed quality and safety in this transport industry. The salient question in the panel discussion focused on standards and its alleged role in stifling innovation. Standards are meant to protect the public against unsafe and poor quality products or services. Whereas command and control measures (mostly implemented through standards) can interfere with innovation, they are necessary in some fields, where the risks of trying market based controls (punishment and reward) are too high. Look at it this way: I can tell you to sell whatever you have to the public and caution you to ensure that no one gets harmed by it and that should this occur, I will punish you. I have not told specifically what you should do to whatever you are selling. You are free to innovate and ensure it is safe. This means I am allowing you to experiment on the population and only waiting for you to mess up. That is market based intervention. For command and control, there are standards.
