EASA Part 66 Modular Examinations

Everyday we are flooded with news about #pilot shortage and its impact in the #aviation industry. But we don't see much coverage about the shortage of #maintenance technicians. This is in some extend even worse. A Maintenance Technician is a highly skilled and qualified technical key member in the operation of an #airline. An #aircraft cannot fly without its mandatory maintenance and this cannot be done without the skilled technicians that perform it. Many people still doesn't understand the full scope of the job and the financial stability it brings with it. The scarcity of technicians is creating constraints, in particular in small operators and we see an increase on the payment. In particular B2 technicians (avionics) are even in lower numbers so there is a high demand for them. Hello again fellow Linkers.Better late than never.CBTA...Its finally here and to stay.ICAO has recommended that States implement CBTA for ALL Operational Services within the Aviation Industry. I say all now because CBTA was basically for Pilots.Now CBTA will be also required for Engineers, Cabin Crew, ATC, ATC safety electronics staff,Flight ops dispatchers and Staff involved in the handling of DG. I shall discuss only on the Aircraft Maintenance Engineering aspect. CASA PNG has released an Advisory Circular - AC 141-3 and it gives the guidelines for each Aviation Document holder to implement CBTA using the ICAO ADDIE principle within their training department.For Aircraft Maintenance training orgs - Please refer to ICAO Doc 10098 (it's not free.. USD 225) to draw up your CBTA program and IAW the CASA AC 141-3 to qualify your graduates.It is a very good move away from the traditional style of Ab intio training for Aircraft Maintenance Engineers.Instead of flooding the market with Quantity, we will have Quality Graduates who can hit the ground running. Instead of failing trainees they will be provided mentoring and close monitoring until they can prove competency in that weak area.For the already employed Engineers.. Recurrent training will now have to be CBTA based. A plus to all of this is that the NAA can and should reduce the time required for experience gathering to qualify a graduate to attempt his/her licence exams as CBTA is not based on years of experience but competence in each task. A plus for our future LAMEs The end result is an improved Safety culture, reduced incidents, better OTP, better efficient use of resources and less wastage and which leads to an Operator being the best Air Services provider in their Region.
