What is CBAM? 🍃 Main objective: CBAM essentially puts a price on the carbon emissions embedded in certain non-EU imported goods, creating a more equal footing between EU producers (who already pay for carbon emissions under the EU Emissions Trading System) and importers from countries with less rigorous climate policies. What do you need to know? 🍃 7 Sectors Covered: Currently, CBAM applies to steel, iron, aluminum, cement, fertilizers, electricity, and hydrogen 🍃 Reporting Period: Starting October 2023, importers must submit quarterly reports on the embedded emissions in their covered products by the 31st of the month after the relevant quarter. 🍃 CBAM Certificates: Importers will need to purchase CBAM certificates that reflect the difference between the carbon price in the country of origin and the higher carbon price under the EU ETS. 🍃 Phased Approach: Initially, only reporting is required. Did you know? 😅 CBAM goes beyond CO2! 🧡 The Carbon Border Adjustment Mechanism (CBAM) also considers other greenhouse gases (GHGs) like nitrous oxide (N2O) and perfluorinated hydrocarbons (PFCs). More insights: - Nitrous oxide comes from fertilizers. - Perfluorinated hydrocarbons are released during aluminum production. These GHGs are converted into a CO2 equivalent to track their impact within CBAM. Starting January 1, 2026, importers will need to purchase CBAM allowances based on the CO2 equivalent emissions of their goods. This is a key step in the EU's plan to reduce carbon emissions and create a level playing field for businesses. #European_Union_Carbon_Border_Adjustment_Mechanism(CBAM) #Key_elements #1_ The CBAM will enter into force in its transitional phase as of 1 October 2023.It will initially apply to imports of certain goods and selected precursors whose production is carbon intensive and at most significant risk of carbon leakage: cement, iron and steel, aluminium, fertilisers, electricity and hydrogen. With this enlarged scope, CBAM will eventually – when fully phased in – capture more than 50% of the emissions in ETS covered sectors. The objective of this transition period is to serve as a pilot and learning period for all stakeholders. During this period, importers of goods in the scope of the new rules will only have to report greenhouse gas emissions (GHG) embedded in their imports (direct and indirect emissions), without making any financial payments or adjustments. Indirect emissions will be covered in the scope after the transitional period for some sectors (cement and fertilisers). During the first year of implementation, companies will have the choice of reporting in three ways: (a) full reporting according to the new methodology (EU method); (b) reporting based on equivalent third country national systems; and (c) reporting based on reference values. As of 1 January 2025, only the EU method will be accepted. #2_ Once the permanent system enters into force on 1 January 2026, importers will need to declare each year the quantity of goods imported into the EU in the preceding year and their embedded GHG. They will then surrender the corresponding number of CBAM certificates. The price of the certificates will be calculated depending on the weekly average auction price of EU ETS allowances expressed in €/tonne of CO2 emitted. The phasing-out of free allocation under the EU ETS will take place in parallel with the phasing-in of CBAM in the period 2026-2034.
