WCO Guidelines for the practical implementation of the AfCFTA rules of origin finally online: The World Customs Organization (WCO) has published today on its website a Guide for Customs Administrations and economic operators on the practical implementation of the African Continental Free Trade Area (#AfCFTA) Rules of Origin. This guide is basically a handbook which explains how to apply the Rules of Origin contained in the Annex 2 (and its relevant appendices) of the Protocol on Trade in goods of the AfCFTA Agreement. Already in the end of December 2022 the #WCO developed a quick guide in four languages (English, French, Portuguese and Arabic), specifically addressed to African traders. The purpose of the guide was to help them to better understand the AfCFTA Rules of Origin. The new publication takes up the key points already contained in that guide, but expanding them with more detailed explanations and additional examples on how to determine the origin of goods for the purposes of the AfCFTA preferential tariff treatment, for the use of both private operators and Customs. A timely reminder from the Chief Executive Officer of the Ministry of Revenue and Customs in Tonga, Mr Michael Cokanasiga at the Rules of Origin Refresher Workshop in Nukualofa today on the role of competent authorities involved in international trade. - Administrations play a vital role in ensuring Rules of Origin and related procedures are clearly understood by businesses so that they can benefit from the preferential tariff treatment threby reducing clearance costs and improving access and competitiveness to markets in other members countries. - They must ensure vital government revenues are protected through regulation and correct application of verification procedures. He adds: “In order for there to be a correct balance of these two functions, Customs and trade authorities need to clearly understand their roles and responsibilities. Only then will we be able to help clarify and simplify the trade agreement requirements for our businesses and private sector stakeholders so that they know how to access its benefits.” #RulesOfOrigin #TradeDevelopment #PACERPLUS #pacifictrade

Do you know the Revised Kyoto Convention (RKC) is the blueprint for modern and efficient Customs precedures in the 21 century? It entered into force on 3 February 2006 and became the basis for effective, predictable and efficient customs procedures. The RKC aims to facilitate and contribute to the development of international trade by simplifying and harmonising customs procedures and practices, improving the effectiveness and efficiency of customs administrations and encouraging investment and the involvement of small and medium-sized enterprises in international trade. The convention is reviewed and updated at regular intervals by a management committee who meets at least once a year and elects its own chairperson and vice-chairperson. The committee has a key role in overseeing the implementation of the convention, proposing amendments, reviewing and updating the practices and guidelines and recommending new ones. #customs #customsclearance #trade #tradefacilitation #tradecompliance #customscompliance
