Yesterday morning, Slovenia has been hit by devastating torrential rain from deadly t-storm cells that has caused the most massive flooding in the history of our country. The sheer scale of flooding is unprecedented and almost unimaginable to the human eyes. Apart from the losses of life and ecological diversity, the economic damage is unparalled and it will take many years before the landscape and damage will be fully recovered. In the early hours of flood, numerous local communities have been literally cut off from the rest of the world and cut from major supply and transportation lines. Many local communities and towns are almost completely demolished on a scale that is comparable to the scenes seen in civil wars. In the aftermath of flooding, severe landslides unfolded which threaten many homes and livelihoods. Many homes were completely destroyed by devastating water flows and further damaged by fecal water. Large-scale evacuations unfolded. Children, the elderly, single mothers and the most vulnerable members of our society have been particularly hardly hit. Without the help of the European Union and other national and multilateral institutions, the recovery will be simply impossible. What Slovenia needs at the moment is not good samaritanism and humiliation usually sent to our countries in the South but concrete, place- and resilience-based targeted recovery to recuperate the damage, rebuild homes and local communities and restore stability and human life.

The impact of natural and man-made disasters cannot be underscored enough in South Asia. Being one of the most vulnerable regions prone to climate-related hazards, the disasters in South Asia have a transnational character with effects from one country spilling into another. A regional approach to prevent and minimise the impact of disasters must be deliberated as it has a direct bearing on the livelihood of two billion people. Konrad-Adenauer-Stiftung (KAS) RECAP
