I think this is a great idea for local governments. I do interim and as-needed municipal administration and wish the local governments I work with would invest in this. Too often I do not realize some of the issues/challenges of a local government until we are knee-deep in policy or budget development and we discover some issues with policy, budget, HR, and process issues, to name a few. This is especially true of local governments with few or no full-time staff where oftentimes operations, processes, and HR is left to the elected officials who sometimes apply a private sector lens to the public sector.
