As we continue to recognize the critical need for fair and affordable housing beyond Fair Housing Month, Cloudburst was engaged by HUD’s new Office of Technical Assistance to provide fair housing and disaster response training to the Puerto Rico Department of Housing (Departamento de la Vivienda de Puerto Rico). For this training Cloudburst partnered with On Point Strategy, a certified 8(a) business and Puerto Rico-based grants management consulting firm with prior experience supporting recovery efforts. Cloudburst’s fair housing expert, Jay Dworin, worked with On Point Strategy to develop a culturally competent training delivered to fair housing staff, senior leadership and legal staff that helped to increase their knowledge and skills on key elements of the fair housing act in relation to recipients of disaster relief funds. The training for leadership also provided a focus on best practices related to fair housing community outreach, language access planning, reasonable accommodations, and navigating the complaint process. Cloudburst is grateful for this opportunity to partner with its new colleagues in Puerto Rico and looks forward to continuing its work in fair housing. #RetownRevision is proud to spotlight a transformative project in the U.S. Virgin Islands—the revitalization of the Walter I.M. Hodge Pavilion. This important initiative is a prime example of resilience and community rebuilding in the face of adversity, particularly after the significant damage inflicted by Hurricanes Irma and Maria in 2017. Located in Frederiksted, St. Croix, the Walter I.M. Hodge Pavilion is a 248-unit affordable housing development that has undergone a comprehensive $117 million rehabilitation. This project is led by the Virgin Islands Housing Authority in partnership with MDG Design Construction, a firm bringing its expertise from the continental U.S. to the islands. This collaboration reflects a commitment to not only restore but significantly improve the living conditions for residents. The rehabilitation of Walter I.M. Hodge Pavilion focuses on modernizing the development and enhancing its resilience against future storms. It includes significant upgrades to ensure the safety and comfort of its residents, including hurricane-resistant windows and doors, and roof improvements to withstand storms – all aligning with broader efforts to preserve affordability and improve housing quality in the region. Funding for this project comes from multiple sources, emphasizing the collaborative approach to addressing housing needs in disaster-impacted areas. It includes contributions from the U.S. Department of Housing and Urban Development’s Rental Assistance Demonstration program, the Federal Emergency Management Agency's Public Assistance and Hazard Mitigation Grant Programs, and the Community Development Block Grant-Disaster Recovery program. The revitalization of the Walter I.M. Hodge Pavilion is not just a construction project; it is a beacon of hope and a critical step towards sustainable community development in the U.S. Virgin Islands. It underscores the importance of investing in robust infrastructure and community-centric planning to foster a resilient future. As we celebrate this project, we are reminded of the power of partnership and perseverance in overcoming challenges and building stronger communities. The Walter I.M. Hodge Pavilion stands as a testament to what can be achieved when we work together towards a common goal of uplifting and revitalizing communities. Please do not call or text me today, no work will be done. LoL!! I started yesterday with our EDAP to clarify expectations of the program. I remain so very excited about their potential. They’ve already created or preserved a significant number of units (we’ll come back to that). Then, to the office for a bit, before going to a community meeting hosted by Carla Williams-Scott and her team at the Department of Neighborhoods to discuss the Eastland Community Plan. First, congrats to Carla for a well-attended informative program. I learned a lot!! This area is ripe for development. 6.2 square miles. 20,000 residents. Yet only 144 units constructed, since 2010 I believe. 144!!! (I said I would go back to the number of units created or preserved by our EDAP cohorts - combined, they’ve done that many units which means we can create units with intentional efforts.) interestingly, home values are the city’s lowest but they also increased the fastest. Rent increases also outpaced the city average. Hamilton Road has been totally redone, and Refugee is in the works. With the amount invested in infrastructure, I believe we’ll see more attention to other needs, like transportation, safety, workforce development and community beautification. As always, AHT stands ready to help developers looking to do multi family or for-sale homes in the area. What do we want to see? Diverse housing options for all residents/generations and across income levels. What is the Eastland area? Well, here it is. Congrats again to Carla and her team. I look forward to seeing the final plan.

Many communities know that affordable housing is an issue affecting more and more of their residents, but they're not sure where to start in addressing the problem. 🏘 PAHRC and the National Low Income Housing Coalition teamed up mySidewalk to create an Affordable Housing Preservation Toolkit. 🛠 This resource helps local affordable housing advocates understand their housing stock and assess preservation risks in their communities. It also equips them with ideas to shore up their local housing preservation efforts. 💡 Each toolkit can be customized to a specific geography of interest, providing locally specific data from the National Housing Preservation Database and examining opportunities for community partners to consider when creating an affordable housing preservation plan. 🏡 🏡 🏡 These include: - Assessing local affordable housing stock - Recruiting partners to support affordable housing - Encouraging property owners with expiring rent restrictions to retain affordability commitments - Investing in preserving high quality affordable housing - Adopting policies that promote long-term affordability To turn your preservation hopes into a plan for action, request an Affordable Housing Preservation Toolkit for your community.
