How does a regional economy once dependent on fossil fuels transition to an era of clean energy production? A coalition of mayors from Upper Appalachia asked this question and set out to create a partnerships between 9 cities, universities, labour representatives and community leaders to develop a bold plan for how to catalyse investments from federal, state and private sources to drive a new economic vision for the region.
The next chapter of the book that Debra Lam and I co-edited (Empowering Smart Cities through Community-Centred Public Private Partnerships and Innovations) features the Marshall Plan for Middle America (MP4MA). This public-private coalition was named after the Marshall Plan which stimulated economic recovery in Europe following WW2. The bold vision and roadmap for a just economic transition developed under the MP4MA helped to shape regional investment strategies that catalyzed pension reinvestment (labour capital) in the local area through the Heartland Network and shaped the work of the University of Pittsburgh's Centre for Sustainable Business.
