"For more than 150 years in America, shelter dogs and cats have been killed for simply not having a safe place to call home, but it doesn’t have to be this way.
Since its founding in 1984, Best Friends Animal Society has worked with shelters, rescues, and communities all over the country to reduce the killing from 17 million to 378,000 a year.

“48% of (shelter) intake in the US were strays, and only 9% were returned to their owners” - those are heartbreaking stats. When a pet becomes lost, the best outcome is to get that animal back home, fast! The finder-to-foster program model works to do just this; keeping animals out of the shelter. And it’s had great success in the U.S.! Some shelters have doubled or even tripled return-to-home rates with the program, plus increased adoptions to boot. Did you know that if they are brought into an animal shelter, the fees to reclaim your pet can be in the hundreds or even thousands of dollars? Economic disparities mean that pet owners with lower disposable income are not able to bring their pets home from a shelter. Animal shelters and animal control agencies recognize that this a barrier to reuniting pets with their families and disproportionally affects communities that have been marginalized. So rescues work with certain shelters…some only take small or breed specific. Some don’t take behavior dogs or sick dogs listed for pre euthanasia, but if they seem perfectly healthy try anyway. Holds are being shortened. If you don’t agree then sign petitions and get involved. Nobody wants to see a healthy dog euthanized, and it’s shocking that it’s happening. Fosters don’t happen out of thin air, reach out to your company, and Highschools and active senior facilities and anyone who can help. When a shelter is in a no man’s land? Create a lifeline. DogsWithoutBorders O kills is the goal!!! Love you dog lovers and rescuers and vets and fosters.

During “blue skies” I help manage Hillsborough County’s only municipal animal shelter. During emergencies and storms, aka “gray skies,” I serve the community as the Deputy Operations Section Chief supporting the Office of Emergency Management for Tampa and the surrounding communities. We help coordinate everything from sandbag operations to press conferences and media engagements at county shelters. Operations is the heart of the machine bringing everything together helping save lives.

To protect cats, animal shelters need to...
- Recognize eartipping as a sign a cat has been spayed or neutered
- Support #TNR or adopt a Shelter-Neuter-Return (SNR) program
- Scan ALL animals for microchips IMMEDIATELY
- Educate the public about community cats, who are at home outdoors
- Enact humane, effective policies that create positive outcomes for every cat
- Help provide low or no-cost spay and neuter to the public
