In 2023, CMPD launched the Fifth Element Youth Outreach Pilot Program for youth ages 13-17 years old. This program was developed to meet youth where they are and provide a support system to become self-sufficient and productive members of society. The program is for youth who have a history of making poor choices or have a prior arrest yet have great potential and want to make the right choices. Through several community partnerships, each participant has access to a network of resources, including mentors, life and occupational training, career coaching and cultural enrichment activities. Participants are automatically enrolled the following year until they age out of the program. Building on the success of the pilot phase of the program from 2023, CMPD is excited to announce that we have continued to fully launch the Fifth Element Youth Outreach Program in 2024. The Joint Select Committee on Social Services and Public Administration completed a report on the regulation and administration of public and private early childhood care and education (ECCE) institutions. This report offers valuable insights into a sector that has not been heavily researched locally. While many studies focus on curriculum and provision, our research highlights significant gaps in the sector’s regulation. This report is the first examination of the ECCE sector for the JSCSSPA and lays a solid foundation for future research on the regulatory and administrative aspects of ECCE. During the study, the Committee visited several government-assisted and private ECCE centers across Trinidad where teachers shared their experiences. These insights, combined with data from other stakeholders during the Public Hearing process, painted a clearer picture of the sector’s realities. Our findings revealed several key points: 1. The Ministry of Education is finalizing the Education Policy 2023-2027 which outlines strategic objectives and policy directions for the ECCE sector; 2. Approximately 50% of private ECCE centers are not compliant with health and safety requirements; 3. There is an inadequate amount of resources and services to support ECCE students with special needs; and 4. The Ministry of Education faces resource limitations in screening and diagnosing disabilities among ECCE students. To address some of these challenges, the report recommended establishing strategic partnerships with private educational and developmental psychologists and developing a standardized risk management and assessment rubric for school compliance inspections. This report is a crucial step towards understanding and improving the regulatory and administrative aspects of ECCE, ensuring that quality and safe early childhood education is accessible to all children.
