Success! Today, the European Parliament voted to approve an update to the Energy Performance of Buildings Directive (EPBD). This is a crucial step towards accelerating climate action on buildings and a huge milestone for WorldGBC's #BuildingLife project which has campaigned for many years for a robust EPBD that tackles Whole Life Carbon (WLC) impact of buildings.   The new EPBD text will introduce a number of measures designed to drive emissions reductions across the full life-cycle of Europe’s buildings: - Minimum Energy Performance Standards (MEPS): In 2030 the energy performance of all non-residential buildings must be above the level of the 16% worst performing and by 2033 above the level of the 26% worst performing. At the same time, Member States will need to ensure that the average energy consumption of the residential building stock decreases by at least 16% by 2030 and at least between 20–22% by 2035.   - New Zero Emission Building (ZEB) standard: from 2030, all new buildings will need to comply with a maximum threshold for energy demand set at the national level, and will not be able to cause any on-site carbon emissions from fossil fuels. - Fossil Fuel Phase-out: from 2025, Member States will have to stop subsidising “standalone” fossil heating systems, with the end goal of completely phasing out fossil fuel boilers by 2040. - WLC reporting: From 2030, WLC reporting will be required for all new buildings. In addition, by the start of 2027, Member States will need to publish a roadmap detailing the introduction of WLC limit values for all new buildings and set targets from 2030. What's next? With the text finalised attention will now turn towards ensuring that Member States implement it as promptly and effectively as possible. At WorldGBC we will be facilitating this by working with our network of GBCs, national governments and other stakeholders to ensure effective implementation of more complex aspects of the EPBD such as MEPS and WLC measures. The European Parliament has just given the green light to the Energy Performance of Buildings Directive with an overwhelming majority. 🌟 With buildings responsible for over 40% of the EU’s final energy consumption, enhancing energy efficiency in this sector is paramount to achieving our climate targets by 2040 and ensuring energy sufficiency across the continent. 🗓️ What's next on the agenda? Member States will have their say at the Council in April. [News 🇪🇺] “This is the just transition in action” said rapporteur Ciarán Cuffe as the EP adopted the revision of the Energy Performance of Buildings Directive this Tuesday! The text, already agreed upon with the Council, aims to reduce energy consumption and greenhouse-gas emissions from the building sector in the EU (responsible for 36% of EU #GHG emissions!). 🏠   Our key take-aways: 💪 Ambitious emissions-reduction targets: all new buildings should be zero-emissions by 2030 ↺ Life-cycle approach: emissions of new buildings will be calculated taking into account the production and disposal of the construction products, another step on the pathway towards a more circular economy ⚒️ Minimum energy performance requirements: Member States will have to renovate the 16% worst-performing non-residential buildings by 2030 🔥 Decarbonise heating systems: target to phase out fossil fuels in heating and cooling by 2040 ☀️ Deployment of solar installations: if technically and economically suitable, Member States will have to deploy solar installations in public and non-residential buildings and in all new residential buildings by 2030   The revision of the EPBD is another milestone of the Green Deal which will bring exciting challenges to all Member States and stakeholders of the building sector! To quote Ciarán Cuffe again, “this law will help bring down energy bills and addresses the root causes of energy poverty, while delivering thousands of high-quality, local jobs across the EU”.
