Any requirement by a shipper or broker, which contractually mandates that a carrier has been subjected to random, roadside inspections referenced in 49 CFR Part 385, in addition to the periodic inspection referenced in this part, is hereby declared an unreasonable burden on interstate commerce and unreasonable restraint of trade and is prohibited.
