On September 6, 2023, the FERC's Order No. 2023, “Improvements to Generator Interconnection Procedures and Agreements” (the “Final Rule”), was published in the Federal Register. The Final Rule had been issued by FERC on July 28, 2023, and requests for rehearing and clarification have already been filed with the agency by numerous transmission owners, generation developers, trade associations and regional transmission organizations (RTOs) and independent system operators affected by the Final Rule. Breaking News: FERC has issued a ruling on MISO's interconnection reform requests: "In this order, we accept MISO’s proposed Tariff revisions in Docket No. ER24-340-000 to increase milestone payments, adopt an automatic withdrawal penalty, revise certain withdrawal penalty provisions, and expand site control requirements for interconnection facilities, effective January 22, 2024, as requested. We reject MISO’s proposed Tariff revisions in Docket No. ER24-341-000 to implement a cap on the total megawatt (MW) value of interconnection requests that may be studied in a cluster." Given the variety of stakeholders that the California ISO touches, there's always room for improvements to meet everyone's needs. But California ISO was way ahead of the curve in transitioning from a Serial Study Process to a Cluster Study Process. This recent enhancement will further finesse the process to efficiently handle the explosion in the volume of requests to interconnect new resources to the grid. But there are limits to how much the timelines can be reduced by adapting the interconnection processes followed by California ISO. Factors outside California ISO need to be looked at as well... Complete revamp or restructuring of the Resource Adequacy and Deliverability Analysis; Supply Chain enhancements to Reduce Long Lead Times for critical grid infrastructure components (like Circuit Breakers, Power Transformers, etc) along with expansion of qualified vendors, and Permitting Process Enhancements to reduce timelines for approval for transmission/distribution infrastructure upgrades. California ISO seems to have taken the lead here... Hoping local, state, and federal agencies will look into these other areas now.
