Cities in developing countries are faced with housing challenges that differ from country to country. The reasons for and nature of these challenges differ. In cities in sub-Saharan African countries, many residents live in unplanned settlements. As a result, most residents lack decent housing as well as access to basic services. This is due to, among other factors, ineffective urban planning, weak urban governance, low private sector involvement, and a lack of access to affordable housing finance. Yet few studies have investigated and developed frameworks aimed at improving urban housing. A Neoliberal Framework for Urban Housing Development in the Global South highlights the factors that predict urban housing development from developing countries’ perspectives, providing a guide for countries in the sub-Sahara, where governments have limited financial resources competing among several needs. Anchored on neoliberalism, the current book argues that urban housing development is an eight-factor construct consisting of legal framework, tenure, stakeholder coordination, stakeholder participation, stakeholder capacity, adaptive housing regulations, housing finance, and governance. If they are the politically viable way to get large volumes of new homes built, then we should all back them. But, if we are really serious about improving growth, or reducing regional inequalities, then we really should put the bulk of our new homes in our regional cities. 🚨New research reveals only 1 in 6 rural councils have made use of key affordable housing option 🚨 Only a fraction of rural local planning authorities (17%) have made use of Rural Exception Sites, a mechanism introduced to boost the supply of affordable housing in rural areas, according to new research by University College London (UCL) on behalf of the Rural Housing Network and funded by English Rural, Hastoe Group, Trent & Dove, and the National Housing Federation. 🗣️ Prof Nick Gallent, lead UCL researcher, says “The under-use of Rural Exception Sites by some councils is a lost opportunity. By fostering knowledge, planning support, community partnership, and the dedication of Rural Housing Enablers, we can significantly enhance these vital resources for affordable rural housing.” The severe shortage of new affordable homes is felt acutely in rural communities, with local businesses and services put at risk when people can’t afford to live in their local area. When a shop, or a pub or a post office closes in a rural area, it has a negative impact on the community. The experiences of so many rural communities offer stark examples of what happens when the housing market doesn’t meet local need. This research highlights a key route to help solve this issue. However, it also highlights the immense resource and funding pressures on local authorities across the country.
