Talk about a high-stakes project, right? 🔑 Key Takeaways: 1️⃣ David Bushnell's 'Turtle' was an MVP—minimal but functional. Like any first iteration, it had its flaws. 2️⃣ Operator skill mattered. Bushnell could run the sub smoothly, but he couldn't be the operator in the field. Engineers in all Services have been advocating for a more agile MILCON process for decades. The process is driven by 10 USC which requires line-item approval by Congress for new construction over $2 million. There is the Unspecified Minor Military Construction authority, but that's not viable solution for large mission beddown construction and weapon system beddown. No one is disputing the need for congressional oversight of the Military Construction program - it's should be subject to the same scrutiny as any other military acquisition - but we need more agility to deliver the installations and facilities the DoD needs much much faster. Case in point - the re-activation of the WWII airfield on Tinian Island. In the time it took for the US to break ground and began construction on Tinian, the PLA built and militarized two entire islands in the South China Sea. Tiresome commentary almost everywhere about the maritime strategy. The overwhelming criticism seems to be the time taken to deliver any capability - and a big capability gap. I get it. This is not all the fault of Defence. Execution leaves a bit to be desired, but the foundations haven’t been there. This has been the making by both sides of government, so I would rather not hear a bleat from either side. The lack of good governance has put Australia in a precarious position. As for proselytizing by the press and others about the woes, still throwing stones, contemplating the problem, but I don’t hear any ideas on solving it. A bit tired of hearing “this isn’t good enough”, and crying for things to be different. Faster. Seems like wishful thinking. It’s going to take time to fill in the hole that’s been dug. There just aren’t enough “weldersl in the world - and everyone wants them. I get what we need, but what would you do to get a capability faster. Ability to execute aside (a different subject and not a lot of glory anywhere that gives confidence) - what could we buy, where, that fills the gap? If this is the wrong answer, what is an alternative? What would you do to fill the gap? A promising project which has a commercial pipeline valued at approximately $32.4 billion (€30 billion), will benefit the overall #navy #defence #industry supply chain with the joint venture between the EDGE Group and FINCANTIERI. While it expands market reach and secures more naval contracts, the venture will generate increased demand for shipbuilding #materials and foster #growth throughout the #supplychain.
