Well this was unexpected, but makes a great deal of sense. I wonder if people who have worked on the Academia contracts side can offer suggestions in a sort of suggestion box to BAH or the NSF program management office to help support an actual academia-industrial complex. Imagine what they could do together without the back channeled career promises or ivory tower blockade to research! I’ve lived 7 years building such a relationship with Academic institutions for the sake of economic development. It was a wild success. We out performed ~50 top academic institutions from around the world for a DARPA project and for an LHC project. When industry controlled delivery, management, and relationships, with academia controlling research, publications, and deliverables, the combination of academic-industrial performance is unbeatable.
