A review of the United States Department of Defense FY2024 Budget Request. Highlights: 📍 The People's Republic of China (PRC) is the US and DoD's primary pacing challenge. 📍 Major investments in integrated air and missile defenses and operational energy efficiency, as well as in air dominance, maritime dominance, and in munitions (including hypersonics), resiliency in key parts of the defense supply chain to ensure stability for Joint Force needs. By the Numbers: 💰 $842 billion total budget, an increase of $26 billion over FY 2023 levels and $100 billion more than FY 2022. 💰 $145 billion (a record investment) in research, development, test, and evaluation (RDT&E). 💰 $170 billion for procurement, the largest in history. The U.S. Army has released a draft solicitation for the second domain of its Design, Development, Demonstration, and Integration II (D3I2) contract. This contract, with an estimated ceiling of $4.06 billion over a potential 10-year span, aims to secure R&D services for the Army’s Space and Missile Defense Command. The particular focus of this draft is on information integration, data exploitation, and enhanced warfighter capabilities, exclusively earmarked for small businesses with a $2.05 billion allocation. Responses are due by Oct. 25, with the final solicitation set for Jan. 11, 2024. The original D3I contract in 2017 spanned three domains. 🇺🇸 #Pentagon has released an updated #Arctic strategy, highlighting the High North as the "shortest and least defended threat sector" to the U.S., according to Lt. Gen. Thomas Carden, deputy commander of U.S. Northern Command. The strategy focuses on enhancing #US and #Allied presence, engaging with various stakeholders, and increasing military exercises in the Arctic. Army Lt. Gen. Carden and Iris Ferguson, the principal deputy secretary of defense for the Arctic, stressed the need for investments in #Infrastructure to counter emerging threats like #CruiseMissiles and #Hypersonic weapons, as well as climate change impacts. Improved broadband communications are deemed critical for maintaining defense capabilities in the region.

Yesterday’s conversation at the Hudson Institute with U.S. Army LTG Gainey -- commander of U.S. Army Space and Missile Defense Command (SDMC) -- is worth watching if interested in SOCOM’s greyzone activities in a high-end fight against adversaries like China. -- Such as “left-of-launch” counter-drone operations -- Similar to SOF’s “attack the network” concept used to go after IED’s during the GWOT -- “left of launch” operations would focus on intelligence, sabotage and even direct-action operations against drone supply chains, communication networks, and launch sites to preemptively disrupt threats capable of overwhelming air defense systems. https://lnkd.in/eSAXRQUC
