I am very happy to share this new opportunity with everyone. I recently joined the European Capital of Democracy as a citizens' jury. The ECoD works in collaboration with citizens like you and me, civil societies to create a better future for democracy in Europe. With our world becoming more and more interdependent on certain levels, the presence of conflicts and crises, it is becoming more important to focus on what we can do now. Democracy can influence peace and stability, and have an impact on the climate, equality, freedom and safety. Networks, organisations, institutions, associations, groups and businesses help to open up the dialogue and collaborate towards a prosperous future. Democracy is an important topic for me as I believe in fairness, equality, representation and social cohesion. The programme year has a number of projects and initiatives with a wide European audience to create inclusivity, diversity, change, growth and development in terms of democracy. This!!! Centrally enabled & locally led is the future for the delivery of many public services. But it does require a different mindset, skills & capability mix from what has got (& in many cases continues to get) central govt public servants promoted. Also requires Ministers to be satisfied with more indirect levers, potentially longer lead times (relationships matter) and necessitates more sophisticated ways of measuring & attributing outcomes.
Centrally enabled and locally led IPANZ ran an event this week with Inspiring Communities. There is such momentum around a move to centrally enabled and locally led. The norm currently is centre led and locally delvered, the speakers said. But there are great barriers to making this shift. Capability/skills needed to work this way are very different from what most public servants have learned in their careers to date.
